HomeMy WebLinkAboutMINUTES - 06242014 - C.33RECOMMENDATION(S): ADOPT Resolution No. 2014/227 to amend Resolution No. 2009/380 and the Salary Schedule add a salary step of $9.00 per hour to the Title V Trainee classification for the period of April 22, 2014 through June 30, 2014 for those individuals who became participants in the Expanded CCWorks program on or after April 22, 2014. All other provisions of Resolution No. 2009/380 will remain in full force and effect. FISCAL IMPACT: Upon approval, the cost of this action will be absorbed by the Employment and Human Services Department and is offset 100% by Federal funds. BACKGROUND: On August 11, 2009 (C.23) the Board of Supervisors adopted Resolution No. 2009/380 to establish the classification and compensation for the Title V Trainee classification. On April 22, 2014 the Board of Supervisors approved item C.115 which authorized the Employment and Human Services Director to expand the CCWORKS (Contra Costa Works) Subsidized Employment Program. Nahal, Assistant Auditor-Controller, Human Resources C. 33 To:Board of Supervisors From:David Twa, County Administrator Date:June 24, 2014 Contra Costa County Subject:Resolution No. 2014/227 to Amend Resolution 2009/380 Adding a Salary Step to the Title V Trainee Classification BACKGROUND: (CONT'D) to eligible Welfare-to-Work participants focusing specifically on participants who are limited English proficient, challenged by domestic violence, veterans, have a criminal or arrest history, disabled, pregnant and parenting youth, and those participants completing the family stabilization component of the Welfare-to-Work program. CCWORKS participants who meet the aforementioned criteria are served under the new component of the CCWORKS program known as Expanded Subsidized Employment. Expanded Subsidized Employment (ESE) participants are allowed to work between 20 and 40 hours per week for a maximum of six months. The contractual/financial agreement with employers is to reimburse no less than $9 but not to exceed $20 per hour, with a bonus opportunity following the subsidy period if the employer continues to employ the participant not to exceed $1,000 per bonus. The program places individuals in various Contra Costa County Program as temporary Title V Trainees. The current salary range for this classification only includes the two steps originally approved in Resolution 2009/380 - $8.00 per hour and $9.19 per hour. The new ESE participants are to receive a $9.00 per hour wage. To accommodate this, an additional salary step needs to be added to the Salary Schedule for the classification for the period of April 22, 2014 through June 30, 2014. This classification would have a three step range - $8.00, $9.00, and $9.19. On July 1, 2014, the current $8.00 step will be increased to $9.00 per hour under Resolution No. 2014/166. Therefore, at that time, the salary range should be reduced to two steps - $9.00 and $9.19 per hour. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, the trainees will not be paid the amount due them as participants of the Expanded program. CHILDREN'S IMPACT STATEMENT: None.
