ADOPT Position Adjustment Resolution No. 21467 to add three (3) Comprehensive Services Assistant
Manager-Project (9MS7) (unrepresented) positions at salary level C85 1208 ($3,575 - $4,345) in the Employment
and Human Services Department/Community Services Bureau effective July 1, 2014.
FISCAL IMPACT:
Community Services Bureau (CSB) is requesting to add (3) Comprehensive Services Assistant Manager-Project
positions with an estimated annual costs of $248,044 which includes also annual pension cost of $47,196. The
funding required for the action requested is 50 % Federal and 50 % State. The funding is within the CSB's budget
and will be sustained during the 2014-2015 fiscal year.
BACKGROUND:
Stage Two (2) Alternative Payment Contract C2AP 3009 was increased by $847,458 from the original contract
amount of $2,501,891 to a new Maximum Reimbursable Amount (MRA) of $3,349,349 in four succeeding
amendments with CDE. The adjusted MRA is a result of increased caseloads for the period FY 2013-2014 which is
expected to be continued in the next Fiscal period FY

BACKGROUND: (CONT'D)
2014-15.
The three (3) new positions are needed to meet the needs of the existing clients and to effectively carry out the
administrative and contractual obligations in providing quality services to children and families. The three (3)
positions can be supported by the increased MRA.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to add the additional three (3) Comprehensive Services Assistant Manager-Project positions will result in
overload for the current Stage Two (2) staff and will impact the quality of services provided, and may result in
failure to serve eligible County clients. In addition, the CSB Stage Two (2) program would be unable to utilize the
available funding and would have to return unused funding.

Community Services Bureau supports all five outcomes established by the Children’s Report Card: (1) Children
Ready for and Succeeding in School; (2) Children and Youth Healthy and Preparing for Productive Adulthood;
(3) Families that are Economically Self Sufficient; (4) Families that are Safe, Stable and Nurturing; and (5)
Communities that are Safe and Provide a High Quality of Life for Children and Families.
