ADOPT Position Adjustment Resolution No. 21456 to add one (1) Social Work Supervisor II (X0HA) (represented)
position at salary level 2I5 1745 ($6,082-$7,392), two (2) Social Casework Specialist II (X0VB) (represented)
positions at salary level 255 1618 ($5,363-$6,519) and one (1) Clerk-Senior Level (JWXC) (represented) position at
salary level 3RX 1033 ($2,882-$3,680) in the Adult Protective Services division of the Adult and Aging Bureau of
the Employment and Human Services Department.
FISCAL IMPACT:
Upon approval of these positions will increase Annual Salary by $503,524. This will also result in additional
retirement cost by $180,261. Overall Total: 7.1% Federal, 78.7 % State, and 14.2% County.
By Classification:
Social Work Supervisor II position will be funded State 85% County 15%;
Social Casework Specialist II positions will be funded State 85% County 15%
Clerk-Senior Level position will be funded Federal 45% State 45% County 10%

Subject:Add positions: (1) Social Work Supervisor II, (2) Social Casework Specialist II, (1) Clerk-Senior Level to Adult
Protective Services in EHSD
BACKGROUND:
Due to a severe budget deficit in 2008-2009, the County Adult Protective Services Program (APS) was reduced
from three (3) fully operational units to one unit. Currently, the APS Program has only one supervisor for eleven
(11) staff. Given these factors coupled with the rapid growth of frail and vulnerable seniors and special needs
population in Contra Costa County, additional staff is needed to ensure program compliance and adequate
response times. The Bureau's goals for FY 14-15 are to re-establish a second APS unit, hire a second supervisor,
two additional Socal Casework Specialist staff, add one clerical position creating two units under each supervisor.
The Social Casework Specialists will be responsible for processing the highly complex APS intakes and for the
investigations of alleged abuse and neglect. The Socical Work Supervisor II will provide supervision to the staff
assigned to the second APS unit . The Senior Level Clerk will support the additional APS unit, and will provide
assistance with intake, clearances, scanning and indexing, and general office support. Without the additional staff
the APS Program will not have the capacity to respond to and investigate community referrals to APS
CONSEQUENCE OF NEGATIVE ACTION:
Failure to add the following positions will severely impact Adult Protective Services ability to meet state
mandates as well as serve and respond to safety needs of the growing elder and dependent adult population in
Contra Costa County.
