THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on October 7 , 1986 , by the following vote:
AYES: Supervisors Fanden , McPeak, Torlakson and Powers
NOES: None
ABSENT: Supervisor Schroder
ABSTAIN: None

SUBJECT: Lafayette Veterans Hall Lease
Mayor Richard F . Holmes of the City of Lafayette appeared
and delineated the City' s concerns with respect to the operation of
the Lafayette Veterans Memorial Hall under the administration of the
Lafayette War Veterans , Inc . and requested that the Board of
Supervisors terminate its lease with Lafayette War Veterans, Inc.
and lease the Lafayette Veterans Memorial Hall to the City of
Lafayette with the City guaranteeing to provide the local American
Legion and Veterans of Foreign Wars posts access to the same facili-
ties heretofore used with the same frequency and priority, with the
City maintaining and managing; the building.
Douglas G. Cowan, 119 Quail Court, Suite 306 , Walnut Creek
94596-5578 , attorney for the Lafayette War Veterans, Inc . appeared
and reviewed the position of the Lafayette War Veterans, stating
that the matter is strictly a dispute between landlord and tenent,
including the cost and level of requested additional janitorial ser-
vice, and the cost of a complete audit .
Frak Turdici , 174 Clarie Drive, Pleasant Hill , Commander,
9th District, American Legion., appeared in favor of the Veteran' s
position.
Robert H. Joost, 1124 Glen Road, Lafayette, reviewed the
community service projects in which members of the Veterans groups
participate.
Vern L . Haberman, 3300 Sweet Drive, Lafayette, Past Com-
mander of American Legion Post 517 , appeared in support of the
Veterans.
David McDonald, 918 Moon Court, Lafayette, Commander of
American Legion Post 517 , restated the Veterans' position.
Percy E. Whitten, 101 Lafayette Circle, Lafayette, senior
citizen of Lafayette , appeared in support of the City' s position and
filed a petition containing approximately 63 signatures of Lafayette
citizens urging the Board to allow the City to manage the building.
Scott Tandy, Assistant County Administrator, advised that
the County Administrator' s staff had met with representatives of the
City, the Veterans , and internally with the County' s lease manage-
ment people regarding their review and evaluation of the facility.
Mr. Tandy advised that his department had not asked for an audit,
that the revenue and expenses are reasonable and consistent with all
of the other facilities that Lease Management is involved with.
Board members discussed the matter in some detail,
including the need for and cost of an audit, the need to provide
funds for adequate repairs and maintenance, and the possibility of
setting up a task force with representatives from all parties involved
to discuss the issues in dispute.

As recommended by Supervisor Fanden, IT IS BY THE BOARD
ORDERED THAT:
1 . All parties are URGED to cease criticisms of the other
parties involved.
2 . The County Administrator is REQUESTED to review the
figures provided and the needed maintenance so as to have a more
realistic projection of costs.
3 . The County Administrator is REQUESTED to send letters
asking for participation in a task force as follows:
Two from the City of Lafayette
Two from the Veterans
Two from the Senior Citizens
Two from the Board of Supervisors
Two from County Staff
One retired Superior Court Judge
14 . The County Administrator is REQUESTED to send a letter
to major accounting firms in the County requesting one of them to
volunteer their services for an audit as a public service.
5 . The Board agrees to ADVANCE interim funding for rent for
the Senior Program at the Lafayette Veterans Memorial Hall until the
issue is resolved, with the understanding that the funds will be
returned to the County with interest .
