DECLARE that this Board on April 22, 2014, approved a Notice of Intention to Sell Real Property (Notice). Said
Notice was duly published in the Contra Costa Times in compliance with Government Code Section 25363. Project
No. 7520-6B8373
ACCEPT bid in the amount of $765,000 from Francis James and Stephane J. Regan (Optionee). APPROVE the
Option Agreement (Agreement) with Optionee.
AUTHORIZE the Chair, Board of Supervisors to execute the Agreement, and any necessary extensions provided for
in said Agreement, on behalf of the Contra Costa County Flood Control and Water Conservation District (District).
AUTHORIZE the Chair, Board of Supervisors to execute a Grant Deed to Francis James and Stephanie J. Regan on
behalf of the County.
DIRECT the Real Estate Division of the Public Works Department to cause said Grant Deed to be delivered to the
Optionee upon performance and compliance by the Optionee of all terms and conditions set forth in the Agreement
FISCAL IMPACT:
The District will deposit 100% of the funds into the Flood Control Zone 3B Revenue Fund.

Subject:APPROVE the Sale of Surplus Real Property to Francis James and Stephanie J Regan, Alamo area.
BACKGROUND:
The District acquired the real property at 1420 Livorna Road, Alamo, CA in March of 1989, for flood control
purposes. On April 22, 2013, the Board of Supervisors determined a portion of said property to be surplus and no
longer needed for public purposes. The Notice of Public Land Sale set May 21, 2014 as the time and place where
oral bids would be received and considered. The highest bid received for the real property, in accordance with the
terms and conditions of sale approved by this Board, was $765,000 by Optionee, at which time the amount of
$10,000 was deposited as an option-bid deposit to secure completion of the transaction.
CONSEQUENCE OF NEGATIVE ACTION:
The District will continue to own and be responsible for the upkeep and maintenance of the subject property.
