HomeMy WebLinkAboutMINUTES - 06172014 - C.04 (2)RECOMMENDATION(S): ADOPT Resolution No. 2014/213 approving and authorizing the Public Works Director, or designee, to file an application for the Active Transportation Program (ATP) funding for the Appian Way Complete Streets Project (Project No. 0662-6R4054) for up to $500,000 and committing local support and assurance to complete the project. (District I) FISCAL IMPACT: If awarded, the ATP will provide approximately $500,000 (77%) of federal funds for the Appian Way Complete Streets Project, and the local match for the project will be funded by County Road Funds (23%). BACKGROUND: On September 26, 2013, Governor Brown signed legislation creating the Active Transportation Program (ATP) in the Department of Transportation (Senate Bill 99, Chapter 359 and Assembly Bill 101, Chapter 354). The ATP consolidates existing federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account (BTA), and State Safe Routes to School (SR2S), into a single program with a focus to make California a national leader in active transportation. The ATP is administered by Caltrans' Division of Local Assistance, Office of Active Transportation and Special Programs. BACKGROUND: (CONT'D) ATP is to encourage increased use of active modes of transportation by achieving the following goals: • Increase the proportion of trips accomplished by biking and walking; • Increase safety and mobility for non-motorized users; • Advance the active transportation efforts of regional agencies to achieve greenhouse gas (GHG) reduction goals; • Enhance public health; • Ensure that disadvantaged communities fully share in the benefits of the program; and, • Provide a broad spectrum of projects to benefit many types of active transportation users. Project Description: The overall intent is to provide engineering design and environmental studies required to develop a "shovel ready" project that is consistent with Contra Costa's Complete Streets Policy. The limits of the project include Appian Way from San Pablo Dam Road to Valley View Road (approximately 6,000 linear feet). If awarded, the grant funding would provide the studies required to develop a plan to improve accessibility, pedestrian and bicycle safety, and create a pedestrian-friendly environment to encourage active mode options with public benefits related to public health and environmental sustainability for the residents of El Sobrante. The complete streets concept will include elements such as ADA (Americans with Diabilities Act) compliant sidewalks, curb extension, pedestrian crossings, bike lanes, and improved access to transit. The proposed design process will be community based with frequent consultations with the community on the design concepts, as the citizens in El Sobrante are actively involved in creating a special community identity. In becoming "shovel ready," the project will become more competitive for future grants to fund construction. If awarded, the ATP will provide approximately $500,000 (77%) of federal funds for the Appian Way Complete Streets Project, and the local match for the project will be funded by County Road Funds (23%). CONSEQUENCE OF NEGATIVE ACTION: ATP funding will not be provided if a resolution of local support is not submitted. CHILDREN'S IMPACT STATEMENT: Pedestrian safety will be improved for students as well as the greater community. The project limits include many destinations , or are in close proximity to destinations for children such as: El Sobrante County Library and Reading Garden, El Sobrante Girls and Boys Club, Murphy Elementary, Sheldon Elementary, El Sobrante Junior High and De Anza High School. Providing a continuous and accessible path would encourage students to walk or bike to school, which helps to achieve the goals of the ATP grant program. ATTACHMENTS Resolution No. 2014/213
