HomeMy WebLinkAboutMINUTES - 06242014 - C.03RECOMMENDATION(S): ADOPT Resolution No. 2014/211 approving and authorizing the Public Works Director, or designee, to file an application for the Active Transportation Program (ATP) funding for the Rio Vista Pedestrian Connection Project (Project No. 0662-6R4141) for up to $689,000 and committing local support and assurance to complete the project. (District V) FISCAL IMPACT: If awarded, the ATP will provide approximately $689,000 (76%) of federal funds for the Rio Vista Pedestrian Connection Project, and the local match for the project will be funded by County Road Funds (24%). BACKGROUND: On September 26, 2013, Governor Brown signed legislation creating the Active Transportation Program (ATP) in the Department of Transportation (Senate Bill 99, Chapter 359 and Assembly Bill 101, Chapter 354). The ATP consolidates existing federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account (BTA), and State Safe Routes to School (SR2S), into a single program with a focus to make California a national leader in active transportation. BACKGROUND: (CONT'D) Special Programs. The purpose of ATP is to encourage increased use of active modes of transportation by achieving the following goals: • Increase the proportion of trips accomplished by biking and walking; • Increase safety and mobility for non-motorized users; • Advance the active transportation efforts of regional agencies to achieve greenhouse gas (GHG) reduction goals; • Enhance public health; • Ensure that disadvantaged communities fully share in the benefits of the program; and, • Provide a broad spectrum of projects to benefit many types of active transportation users. Project Description: Currently, students on their route to school along Pacifica Avenue in Bay Point are walking on the roadway pavement, adjacent to vehicular traffic, as pedestrian facilities do not exist on the north side of the roadway. The Rio Vista Pedestrian Connection Project will close the final gap of sidewalk along the northerly side of Pacifica Avenue, from Mariners Cove Drive to 525 feet west, by providing an ADA (American with Disabilities Act) compliant continuous pedestrian sidewalk. The project includes placing fill material along a segment of the road to extend the road embankment and provide a flat surface for the new sidewalk. The intent of the project is to improve pedestrian access to three schools and the public library located within a half mile of the project. Improved accessibility will improve safety by providing a separate path for students, away from motor vehicles, and will encourage a walking alternative to the school commute. CONSEQUENCE OF NEGATIVE ACTION: ATP funding will not be possible if a resolution of local support is not submitted. CHILDREN'S IMPACT STATEMENT: Safety will be improved for students that attend any of the three schools along Pacifica Avenue in Bay Point. Pacifica Avenue is at the center of a conglomerate of three school campuses, with a combined enrollment of 1,800 students. Rio Vista Elementary School, Riverview Middle School, and the public library are located next to each other on the south side of Pacifica Avenue, and Shore Acres Elementary School is located on the north side. Traffic congestion is a major concern during drop-off/pick-up times, as there is a significant risk for students who walk or bike to school. If the sidewalk was continuous, more students would feel encouraged to walk or bike to school, thus reducing traffic congestion and reducing childhood obesity. ATTACHMENTS Resolution No. 2014/211
