ADOPT Resolution No. 2014/191, to amend Resolution No. 2013/456 to provide for a 2.0% increase in base pay for
the employees of the In-Home Supportive Services Public Authority (IHSS PA) effective June 1, 2014 and beyond,
rather than July 1, 2014 and beyond; and a lump sum payment of $500 for employees as specified.
FISCAL IMPACT:
The terms and conditions set forth in this action are estimated at a FY 2013/14 cost of $4,000. The FY 2014/15 cost
is estimated to be $9,000 for the lump sum payment.
BACKGROUND:
The IHSS-PA has historically been linked to the resolution providing benefits and compensation for unrepresented
management and exempt employees of Contra Costa County.

Subject:Amend Resolution No. 2013/456 to Provide General Salary Increase and Lump Sum Payment for Public Authority
Employees
BACKGROUND: (CONT'D)
In Resolution No. 2013/318, Contra Costa County provided a 2% increase in base pay for unrepresented
management employees covered by that resolution as well a 2% increase in base pay for the period of July 1,
2014 and beyond and a lump sum payment of $1,000 for those employees. In order to maintain congruity between
the management exempt and unrepresented employees of the County and the employees of the IHSS/PA, the
Board of Supervisors, in its capacity as the Governing Body of the Public Authority, provided for a 2% increase in
base pay effective December 1, 2013, for the employees of the In Home Supportive Services-Public Authority, as
well as an increase of 2% in base pay for the period July 1, 2014 and beyond, as well as a lump sum payment of
$1,000.
Following these actions, Professional & Technical Engineers Local 21, AFL-CIO (Local 21) negotiated a new
Memoranda of Understanding for a wage increase and lump sum payment for April 1, 2014. On April 22, 2014,
the Board of Supervisors moved the 2% increase in base pay for unrepresented management from July 1, 2014 to
April 1, 2014 and increased the lump sum payment from $1,000 to $1,500 to align with Local 21. Resolution No.
2014/191, modifies Resolution No. 2013/456 to re-align IHSS/PA employees with unrepresented management.
The following summarizes Resolution No. 2014/191 (attached), which modifies the original wage increase
adopted December 3, 2013:
1. Provides for a 2% salary increase for IHSS/PA employees for the period June 1, 2014 and beyond.
2. Rescinds the 2% salary increase for IHSS/PA employees previously approved for July 1, 2014.
3. Provides for a $500 lump sum payment for IHSS/PA employees on April 1, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
The benefits of employees of the IHSS/PA will no longer be consistent with those of management-exempt and
unrepresented employees of Contra Costa County.
