ACCEPT the following report from the Finance Committee regarding the status of the Regional Renewable Energy
Procurement Solar Project (R-REP).
DIRECT staff to present funding options, estimated construction costs, estimated utility savings and anticipated
project schedule for the proposed solar project to the Debt Affordability Advisory Committee (DAAC) to determine
the County's ability for finance a direct purchase of the solar equipment.
DIRECT staff to award a contract to the contractor identified in R-REP at the Board of Supervisors July 8, 2014
meeting for the execution of a contract for purchase, construction and a 20-year operation and maintenance service
agreement for the solar equipment to be placed at six County sites, pending approval by the DAAC for funding such
a purchase.
FISCAL IMPACT:
Informational report with no specific fiscal impact. The Regional Renewable Energy Procurement Solar Project is
projected to save energy costs. The net present value savings after purchase, operation and maintenance are estimated
to be $6.2 million.

Subject:Regional Renewable Energy Procurement Solar Project (R-REP)
BACKGROUND:
After receiving the attached report from Public Works Department staff at the May 29, 2014 Finance Committee
meeting, the Finance Committee considered three options related to the proposed solar project: a Power Purchase
Agreement, Direct Purchase of the system or no project. The Finance Committee recommended staff pursue
funding options at the Debt Affordability Advisory Committee (DAAC) for the direct purchase of the solar
equipment in the amount of approximately $5 million. Pending the determination of the DAAC, the Finance
Committee recommended staff bring an item before the Board of Supervisors on July 8, 2014 to award a contract
for the construction, purchase and operation and maintenance of the solar equipment.
By working as part of the R-REP, a coalition of nineteen agencies, the County was able to leverage the larger
project into beneficial bids for the proposed work. The results of the R-REP bid were exceptional and along with
the rebate incentives, reduced utility costs and decreased greenhouse gas emissions, the direct purchase option is
the most cost effective. The background and benefits of this project are further outlined in the attached Finance
Committee report dated May 29, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
The County will not receive the benefits of this proposed solar project. The benefits include:
Helping the County achieve Municipal Climate Action Plan Goals for reduced greenhouse gas emissions.1.
Reduced energy costs.2.
$1.2 million in rebate incentives for solar production.3.
Capitalize on excellent R-REP construction bids.4.
