APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a
contract with NY Learning Center, Inc. including a modified indemnification language, in an amount not to exceed
$234,360 to provide State Preschool services for the term July 1, 2014 through June 30, 2015.
FISCAL IMPACT:
100% State funds

BACKGROUND:
Contra Costa County receives funds California Department of Education (CDE) to provide State Preschool and
Pre-kindergarten Family Literacy services to program-eligible County residents. In order to provide a wider
distribution of services to County residents, the Department contracts with a number of community-based
organizations. Approval of this contract will allow the provision of childcare services to 48 children in the West
Contra Costa region.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will be unable to meet childcare needs in this geographic area and fulfill State Preschool
program goals.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department, Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
