APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to issue a Request for
Proposal (RFP 1141) for the Kinship Supportive Services Program (KSSP) in an amount not to exceed $150,000 to
provide funding for kinship support services in Contra Costa County for the period November 1, 2014 through June
30, 2015.
FISCAL IMPACT:
$150,000: 100% State Kinship Support Services Program
BACKGROUND:
Employment and Human Services Department, Children & Family Services would like to release an RFP requesting
proposals for the provision of the Kinship Supportive Services Program (KSSP).

Subject:Authorize Issuance of Request for Proposal No. 1141 for Kinship Support Services
BACKGROUND: (CONT'D)
Assembly Bill 1193 (Statutes of 1997, Chapter 794), appropriated funds for the California Department of Social
Services (CDSS) to conduct a Kinship Support Services Program. This program provides funds for the planning,
start-up and expansion of kinship support services programs in California Counties. These programs are required to
provide community-based family support services to relative caregivers, to court dependent children placed in their
homes as well as to relative caregivers of children who are at risk of dependency or delinquency. The program is also
mandated to provide post-permanency services to relative caregivers who have become the legal guardian(s) or
adoptive parent(s) of formerly dependent children.
CONSEQUENCE OF NEGATIVE ACTION:
The Employment and Human Services Department will be unable to provide adequate kinship supportive services.

This contract supports all of the community outcomes established in the Children’s Report Card: 1) “Children Ready
for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3)

children and families.
