HomeMy WebLinkAboutMINUTES - 06172014 - C.36RECOMMENDATION(S): APPROVE and AUTHORIZE the County Probation Officer, or designee, to apply for and accept funding from the State of California, in the amount not to exceed $52,361, to continue the Juvenile Accountability Block Grant (JABG) - the East County Juvenile Drug Rehabilitation Program for the period of July 1, 2014 to June 30, 2015. FISCAL IMPACT: $52,361; $47,125 Federal (State pass-through), $5,236 County General Fund. This grant and the 10% match are budgeted in fiscal year 2014/2015. BACKGROUND: The Juvenile Accountability Block Grant is based on Title III of H.R. 3, the Juvenile Accountability Incentive Block Grant Act (JAIBG) of 1997, as passed by the United States House of Representatives on May 8, 1997. The Department of Justice Authorization Act of FY 2003 (Public Law 107-273), signed into law on November 2, 2002, revises and renames JAIBG to the Juvenile Accountability Block Grant (JABG, and places it under Title II of the Omnibus Crime Control and Safe Streets Act. The total allocation of $2,087,122 to the State is to enable units of local government to promote greater accountability of juvenile offenders in the Juvenile Justice System. It is the intent of the Probation Department to utilize the JABG funding toward the continuance of collaborative efforts of the East County Juvenile Drug Collaboration Program, and would partially fund one (1) Deputy Probation Officer and one (1) Probation Supervisor position. CONSEQUENCE OF NEGATIVE ACTION: Absent this Federal funding, the County would suffer a reduction in delinquency prevention services for youth with substance abuse issues in Contra Costa County. CHILDREN'S IMPACT STATEMENT: The Probation Department would no longer be able to fund delinquency prevention services for youth with substance abuse issues within the County.
