HomeMy WebLinkAboutMINUTES - 06172014 - C.30RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21458 to add one (1) Network Analyst I (LBVA) (represented) position at salary plan and grade ZB5 1694 ($5,782 - $7,028) and cancel one (1) Deputy Probation Officer III (7ATA) (represented) position #13897 at salary plan and grade PP5 1574 ($5,007 - $6,086) in the Probation Department. FISCAL IMPACT: Upon approval, this personnel action will have an annual cost of approximately $1,459. The additional cost will be absorbed within the Department's budget. BACKGROUND: In 2009, in an effort to reduce prison populations, the legislature passed Senate Bill (SB) 678, the Community Corrections Performance Incentives Act (CCPIA), which provided funding to County Probation Departments to implement evidence-based practices for the Adult Probation population. In 2011, the legislature passed Assembly Bill (AB) 109 which transferred responsibility for supervising specific low-level inmates and parolees from the California Department of Corrections and Rehabilitation (CDCR) to counties. Kader, County Probation Officer Date:June 17, 2014 Contra Costa County Subject:Add one Network Analyst I and cancel one Deputy Probation Officer III BACKGROUND: (CONT'D) justice realignment in the history of the State of California. In order to measure the effectiveness of the criminal justice realignment, counties were asked to collect and report data on their SB 678 and AB 109 activities. Additionally, In 2012 and 2013, the Probation Department successfully applied for two Federal grants (Second Chance and Smart Probation) that also had a data requirement. Finally, in 2014 Probation began a Pre-Trial Pilot program that had a data collection component. Because the Probation Department does not have a case management system to readily report data, an Access database was developed to assist with the tracking and reporting of the required data for all of Probation's programs and grants. As the need for data continues to increase, a full-time Network Analyst position is needed in the Probation Department to oversee the Department's data collection and reporting. This includes supporting and maintaining the Access database until a Case Management System is in place. The Network Analyst will also work with the Law and Justice Information Systems Business Manager to help implement the new Case Management System once it is purchased. CONSEQUENCE OF NEGATIVE ACTION: The Probation Department will not have the adequate staffing levels in the Information technology division to meet the data demands of the AB 109, SB 678, State and Federal grants.
