HomeMy WebLinkAboutMINUTES - 06172014 - C.29RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21461 to reclassify one (1) Database Administrator (LWSA) (represented) at salary level ZB5 1834 ($6,642 - $8,073) position # 15304 and its incumbent to Information Systems Manager I (LTNA) (represented) at salary level ZA5 1884 ($6,979 - $8,483) in the Conservation and Development Department. FISCAL IMPACT: The reclassification will result in a current fiscal year cost of $2,733 and an annual cost of $10,932. This position is funded under a Service Level Agreement between the Department of Information Technology and the Department of Conservation and Development. Each department's share of funding will come from their respective fees for services. BACKGROUND: The duties and responsibilities of this position were established under a Service Level Agreement (SLA) between the Department of Conservation and Development and the County’s Department of Information Technology as a cost effective means to optimize information technology (IT) expertise in both departments while maintaining technical support for crucial county wide IT systems. Consequently, this IT position is unique within the county. Under the SLA, the incumbent of this position provides technical support for ten (10) county-wide systems that are mission critical for County finances and operations. It is important to note that due to recent retirements, the incumbent is the only permanent county employee with the expertise to currently support Peoplesoft and the AS/400 and Mainframe county-wide systems. Within the Department of Conservation & Development (DCD), under the SLA, this position provides: 1) supervision to DCD's IT operations staffed by 9 professional and technical IT staff with a wide range of systems expertise and responsibilities; (2) policy and procedures development ; (3) IT strategic planning to assure the most efficient delivery of services; (4) application and hardware maintenance for DCD’s GIS layers including support and guidance to 3 GIS planners, Accela Application and Permit Tracking, Accela Mobile Smart-phone applications for use in expediting building inspection communication with customers, Accela Citizen Access to support our on-line ePermits Center and use of Accela and Adobe Pro for structural engineering plan reviews. Reclassification of this position and incumbent at the Information Systems Manager I level is justified by the complexity of IT systems, the financial impact on the entire county, the unique nature of this position as established under the SLA, and the incumbent's singular expertise. CONSEQUENCE OF NEGATIVE ACTION: Significant financial and operational problems could occur for the County if the IT expertise of this position and its incumbent are not available. Specifically, IT software or hardware problems in PeopleSoft, the Tax Collector payment system, the Sheriff’s police assessment districts, the Assessor’s property valuation system and the Mainframe system could bring operations to standstill or cost significant money for outside contract IT services.
