1. ADOPT Ordinance No. 2014-07.
2. DESIGNATE County Counsel as the official charged with preparing a summary of Ordinance No. 2014-07 for
publication pursuant to Government Code section 25124, subdivision (b)(1).
3. DIRECT the Clerk of the Board to publish the summary of Ordinance No. 2014-07 and post a certified copy of the
full text of Ordinance No. 2014-07 in the office of the Clerk of the Board, pursuant to Government Code section
25124, subdivision (b)(1).
4. DIRECT the Conservation and Development Director, or her designee, to file a Notice of Exemption with the
County Clerk, pursuant to Section 15062 of the California Environmental Quality Act (CEQA) Guidelines.
5. DIRECT the Health Services Director or his designee to pay the Department of Conservation and Development
$25 to process the CEQA Notice of Exemption and pay the County Clerk $50 to file the CEQA Notice of Exemption.

Subject:ADOPTION OF ORDINANCE NO. 2014-07, AMENDING SPECIFIED SECTIONS OF COUNTY ORDINANCE
CODE CHAPTER 450-8, RELATING TO INDUSTRIAL SAFETY
FISCAL IMPACT:
No impact to the General Fund is anticipated. Staff costs associated with implementation of Ordinance No.
2014-07 will be covered by fees charged to industry.
BACKGROUND:
On June 3, 2014, the Board introduced Ordinance No. 2014-07 and determined that its adoption was exempt from
CEQA. Staff recommends the adoption of Ordinance No. 2014-07 in order to implement measures to improve
industrial safety in response to recommendations from the U.S. Chemical Safety and Hazard Investigation Board
following the August 6, 2012, fire at the Chevron Richmond Refinery.
CONSEQUENCE OF NEGATIVE ACTION:
If Ordinance No. 2014-07 is not adopted, the measures recommended by the CSB to reduce the risk of major
chemical accidents and releases will not take effect.
