HomeMy WebLinkAboutMINUTES - 10071986 - 1.62 CONTRA COSTA COUNTY REDEVELOPMENT AGENCY TO: REDEVELOPMENT AGENCY FROM: PHIL BATCHELOR, EXECUTIVE DIRECTOR DATE: September 30, 1986 SUBJECT: Authorization for Payment of Utility Fees, Pleasant Hill BART Street Improvements, Phase llb, Project No. 7891-6X5591-85 SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION• Authorize. the Executive Director or his designee to execute sewer and water service agreements with Central Contra Costa Sanitary District and Contra ' Costa Water District, respectively, for installation of service laterals and connection fees within the limits prescribed under Assessment District 1983-1. The Executive Director or his designee is further authorized to arrange for payment for said services up to the limits assessed under AD 1983-1 with the individual property paying any overage at the time of connection. FINANCIAL IMPACT: No County general funds or Redevelopment Agency funds are involved. This order authorized expenditure of funds collected through Assessment District 1983-1, which were specifically earmarked for water and sewer fees and laterals to certain development areas in the Pleasant Hill BART Station Area Project. The amount collected for sewer fees and laterals was $10,000 for each service connection; and the amount collected for water fees and laterals was $20,000 for each service connection. Any charges or construction costs which exceed the amount collected from each developer through AD 1983-1 would be paid directly by the developer at the time of connection to the system. REASONS FOR RECOMMENDATION/BACKGROUND: The Redevelopment Agency has contracted for construction of road and infrastructure improvements in the Pleasant Hill BART Station Area. The work includes the installation of sewer and water mains, and service laterals to all of the development areas in the project. Under Assessment District 1983-1, developers were assessed for construction of both the main system and the laterals. The assessment for the laterals was to pay for both the physical connection from the mains to the property and for hook-up fees charged by Central Contra Costa Sanitary District and Contra Costa Water District. The assessment for laterals was '$10,000 for each sewer connection and $20,000 for each water connection. CONTINUED ON ATTACHMENT: X YES SIGNATURE QQQ. Whether the construction work is done by the Agency's contractor or the serving utility the service connec- tion fee will be paid directly to the serving utility, in the form of a deposit prior to installation of facilities. This will require the execution of a service agreement with the respective utility. In all cases the charge for service connections will exceed the amount collected through AD 1983-1, primarily due to inflation since the District was formed and original estimates were prepared. The indiv- idual property developers will be required to fund the additional costs prior to connection of service. Since the work to be done has been prescribed under AD 1983-1 and funds will be drawn down only to the extent that they are available in the District, staff requests the authority conferred by this order. CONSEQUENCES OF NEGATIVE ACTION . Non-approval of this order will require that each agreement be present- ed individually to the Agency, which may delay some construction. With the rainy season approaching, even short delays can be critical at this time.
