OPEN the public hearing; RECEIVE public comments; CONSIDER all proposals for renaming that section of Stone
Road, Bethel Island, between 4080 and 4551 Stone Road, and all other objections; and CLOSE the public hearing.
FIND that renaming a section of Stone Road, between 4080 Stone Road and 4551 Stone Road, will advance a public
necessity by assisting public safety agencies in locating addresses during emergency responses.
ADOPT the attached Traffic Resolution 2014/4410, approving and authorizing the renaming of a section of Stone
Road (Road No. 8987C), between 4080 Stone Road and 4551 Stone Road, to Windsweep Road, as recommended by
the Public Works Director, Bethel Island area.
DIRECT the Public Works Director to file Traffic Resolution 2014/4410 with the Clerk of the Board of Supervisors.
DIRECT the Clerk of the Board of Supervisors to publish Traffic Resolution 2014/4410 in the Contra Costa Times
within 15 days after its adoption, with the names of the Supervisors voting for and against it.
DIRECT the Public Works Director, or designee, to remove existing street signs and post appropriate replacements
signs on the new section of Windsweep Road.
DIRECT the Public Works Director, or designee, to notify the following entities regarding the name change:

Transportation Authority and each transit agency that serves Bethel Island; (4) the Office of the Sheriff; (5) East
Contra Costa Fire Protection District; (6) the California Highway Patrol; (7) each public utility serving the
renamed road; (8) the Bethel Island Municipal Improvement District; (9) the Bethel Island Chamber of
Commerce, and (10) the reclamation district with jurisdiction over Bethel Island.
FISCAL IMPACT:
Costs associated with removal of existing signs and installation of replacement signs affected by the resolution
will be funded 100% by Local Road Funds.
BACKGROUND:
The Bethel Island Municipal Advisory Council (BIMAC) recently recommended changing the name of a section
of Stone Road, specifically that section of Stone Road between the properties currently addressed 4080 through
4551. BIMAC recommended that section of Stone Road to be renamed "Windsweep Road." The proposed road
name change is recommended due to public necessity, as it would assist public safety agencies in locating
addresses during emergency responses. In addition to the BIMAC’s recommendation, the Fire Chief of the East
Contra Costa Fire Protection District also supports this change in an effort to meet the needs of the community.
The United States Postal Service has been consulted and does not object to the proposed name change.
The proposed name is an extension of existing Windsweep Road and does not duplicate any current street name
within the local post office's or East County Fire Protection District's jurisdiction. The Public Works Director
therefore recommends that the Board of Supervisors consider the above name change, in accordance with Streets
and Highways Code Section 970.5, and the County’s Road Name Change Policy (Traffic Resolution 2002/4001).
Streets and Highways Code Section 970.5 authorizes the Board of Supervisors to consider renaming this County
road at a public hearing.
CONSEQUENCE OF NEGATIVE ACTION:
The road name for the section of Stone Road that extends from Windsweep Road will remain unchanged.
