APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a non-financial
agreement with Contra Costa Federal Credit Union, a Non-Profit Corporation, to provide auto loan services for the
Keeping Your Employment Equals Your Success (KEYS) Auto Loan Program for the period July 1, 2014 through
June 30, 2015, and authorize the inclusion of a mutual indemnification clause within the contract.

None
BACKGROUND:
The Employment and Human Services Department created the Keeping Your Employment Equals Your Success
(KEYS) Auto Loan Program for CalWORKs participants who need a personal automobile to complete their
transition to self-sufficiency. The KEYS Auto Loan Program targets CalWORKs participants and in coordination
with Contra Costa Federal Credit Union, provides automobile loans for participants who meet loan criteria. The

BACKGROUND: (CONT'D)
program is successful at helping participating CalWORKs clients remain employed and well on the road to
self-sufficiency. The Metropolitan Transportation Commission requests the inclusion of a mutual indemnification
clause within the contract.
CONSEQUENCE OF NEGATIVE ACTION:
The Employment and Human Services Department (EHSD) will be unable to provide valuable services to EHSD
clients.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children’s Report Card: 1) “Children Ready
for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3)
“Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5)
“Communities that are Safe and Provide a High Quality of Life for Children and Families,” by providing
transportation opportunities to CalWORKs participants.
