ACCEPT the April 2014 update on the operations of the Employment and Human Services Department, Community
Services Bureau, as recommended by the Employment and Human Services Department Director.

BACKGROUND:
The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of
Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding
any and all issues pertaining to the Head Start Program and Community Services Bureau.

I. Good News Update/Accomplishments:
CSB, in collaboration with the Contra Costa County Board of Supervisors,
Head Start Policy Council (PC), and the Economic Opportunity Council (EOC)
held their 2014 Joint Training on April 16th at the Crowne Plaza Hotel in
Concord. The keynote speakers included State Senator Mark DeSaulnier and
Ms. PJ Davis, Executive Director of Community Action Program (CAP) Solano
County. Also in attendance were several of CSB’s partner agencies.
CSB submitted its sequester reversal and COLA grant to the Office of Head
Start. CSB can expect $1.2 million as a result of this submission. The amount
will cover the reinstatement of 51 Early Head Start slots and full 9 -month
school year for over 600 children and their teaching staff. The 1.3% COLA will
cover only some of the 4% negotiated COLA costs for this year.
CSB staff and EOC members celebrated 50 years of Community Action by
attending and receiving a proclamation from the Board of Supervisors May 6.
Staff and a client from CC Clubhouse spoke on the benefits of receiving CSBG
dollars to support their services for individuals suffering from mental illness.
CSB staff members Sung Kim, Katharine Mason and Janissa Rowley presented
at last week’s NHSA conference on electronic recordkeeping systems and
child safety systems.
II. Status Updates:
a. Caseloads, workload (all programs)
Head Start Enrollment: 1567; 100% enrolled
Early Head Start Enrollment: 262; 101% enrolled
Average Daily Attendance: 86.1%
Stage 2: 387 Families and 607 children
CAPP: 79 Families and 116 children
In total: 466 Families and 723 children
Incoming cases from Stage 1: 17 children
LIHEAP: 343 clients served
Weatherization: 28 Units Weatherization
b. Staffing:
CSB successfully recruited and filled positions within a broad spectrum
of line staff classifications, such as Teacher-Project, Associate Teacher
Project and Intermediate Level Clerk.

A Meet and Confer with Public Employee Union Local 1 to discuss
personnel and safety issues in the work place is scheduled for May 9,
2014. A Step 3 Grievance regarding a termination of employment is
scheduled for May 8, 2014.
III. Hot Topics/Concerns/Issues:
CSB staff continues to watch SB 837, Transitional Kindergarten For All,
Steinberg’s bill that calls for expanded TK for all 4 year old children in
California. The legislation could have negative impacts for programs, including
Head Start. The companion bill, SB 1132 (Liu) could provide expansion
opportunities for infant and toddler care. CSB is planning to apply for the new
Early Head Start Partnerships grant to be released late May and due early
August.
IV. Emerging Issues/New Challenges:
CSB continues to find ways to cover the 7% increase negotiated by the county
for all county employees. The 1.3% COLA from Head Start and other program
savings are able to cover the 2014 increase, but we are yet to determine how
cost for the 2015 increase will be covered.
