AUTHORIZE a General Plan Amendment Study for Assessor Parcel Nos. 408-180-010 and 408-170-072, located at 500 Pittsburg Avenue at the intersection of Pittsburg Avenue and Richmond Parkway, North Richmond area, involving the Land Use Element, to redesignate the subject parcels from Multiple Family Residential - Medium Density (MM) to Light Industry (LI) or Business Park (BP) land use designations, as proposed by REDUS EL, LLC. 2. ACKNOWLEDGE that granting authorization for this request does not imply any support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study. FISCAL IMPACT: None. If authorization is granted the applicant shall pay fees to cover the cost for a General Plan Amendment study. BACKGROUND: The Department of Conservation and Development is in receipt of an April 17, 2014 letter request from Donna Cummings, Vice President, REDUS EL, LLC, for a General Plan Amendment study involving two parcels located in the southwest quadrant of the intersection of Pittsburg Avenue and Richmond Parkway in North Richmond (Assessor Parcel Nos. 408-180-010 and 408-170-072). The two parcels combined total 29.54 acres. A copy of the 4/17/2014 letter from REDUS EL, LLC requesting the General Plan Amendment study authorization is attached to this Board Order (see Exhibit A). The subject site, also known as the “Nove Property”, was owned by Signature Homes who had received approval on February 13, 2007 for combined General Plan, Development Plan and Subdivision Map applications to develop a 370-unit multi-family residential project (County Files: GP#06-0005, DP#05-3024, and SD#05-8983). Unfortunately, the Signature Homes’ project was the victim of the Great Recession and housing market collapse, which began in 2007. Signature Homes received County approval in 2012 to re-position this project as a predominantly single family residential development. However, conditions in Richmond/West County housing submarket have not improved to make even a mostly single family residential project economically viable, and the property was foreclosed by Well Fargo Bank. As Ms. Cumming’s letter explains, having acquired the property following the foreclosure, REDUS EL, LLC marketed the property to both residential and industrial buyers. They received no bids or offers of interest from 40 potential residential developers to take over the approved single family residential project on the site, and they have concluded that the market for new single family residential development for this site is non-existent. They did receive interests from industrial developers. At one point they were under contract with one industrial developer, who ultimately dropped out because of the time it would take to obtain a General Plan Amendment. Therefore, REDUS EL, LLC would like to initiate a General Plan Amendment study process to consider re-designation of the property to a new land use designation, possibly light industrial or business park related development. The approximately 30-acre site may have development potential for a warehousing/distribution center because of its location in Norh Richmond and its adjacency to the Richmond Parkway. Attached for the Board’s consideration under Exhibit B is an aerial photo of the subject property (500 Pittsburg Avenue) and under Exhibit C a map showing the existing General Plan land use designation for the property and surrounding properties. Staff recommends Board authorization for a General Plan Amendment study that would consider changes to the Land Use Element to re-designate the property at 500 Pittsburg Avenue from Multiple Family Residential – Medium Density (MM) to Light Industry (LI) or Business Park (BP) land use designations. Authorization for this study, however, does not imply support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study. CONSEQUENCE OF NEGATIVE ACTION: Should the Board not approve the recommendations, the Department of Conservation and Development would not proceed with requested General Plan Amendment study. CHILDREN'S IMPACT STATEMENT: Not applicable.
