HomeMy WebLinkAboutMINUTES - 10071986 - 1.6 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 7, 1986 by the following vote: AYES : Supervisors Fanden, McPeak, Torlakson and Powers NOES : None ABSENT: Supervisor Schroder ABSTAIN: None RESOLUTION NO. 86/583 SUBJECT: Resolution to provide funding for the Construction of an Additional Westbound Lane on State Route 4 at Willow Pass Grade. 4-CC-416.8/18.8 Whereas residents in Contra Costa County are experiencing undue delays on Highway 4 at Willow Pass Grade , and Whereas the State of California has a plan to lower the grade of Highway 4 and widen the highway to 6 lanes at a cost of $41 million , and Whereas this Highway 4 at Willow Pass Grade project is the Contra Costa County and the 9 Bay Area Counties' . Number one unfunded State highway project , and Whereas the State Transportation Improvement Program is insufficient to address the transportation problems in the State; and the construction of the necessary improvements on Highway 4 is not likely in the immediate future unless local funds are committed to its improvements , and Whereas the construction of this project is vital to the quality of life of the residents in East Contra Costa County, and Whereas an interim solution is being proposed to add one westbound lane to the existing Highway 4 and to modify the interchange in West Pittsburg at an estimated cost of $2 million, and Whereas the Cities of Antioch, Brentwood and Pittsburg have all expressed interest in joining the County to fund this project , and Whereas The Cities of Antioch, Brentwood and Pittsburg and the County have all pledged funds to begin the engineering work on the interim project , and Whereas said engineering work cannot proceed without project approval by Caltrans which also require the local agency requesting the project to agree by resolution to provide the funding of the project, NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors agree to provide the necessary funding for the Highway 4 interim project at the Willow Pass Grade when project development work is completed and the Public Works Director is directed to forward this resolution to Caltrans and request Caltrans to start the engineering work as soon as possible. 1 hereby certify the1his is a true and correctcopyof an action taken and entered on the minutes of.the Board of Supervisors on the date shown. !ATTESTED: OCT 1986 PHIL BATCHELOR, Clerk of the Board of Supervisors and County Administrator ey �ffrVHo „c [" .Deputy MMS:Iv BO:14.t10 Orig.
