APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Nomad Ecology,
LLC, in an amount not to exceed $161,000 to provide required restoration monitoring services for the Upper Sand
Creek Basin Project, for the period March 1, 2014 through March 1, 2022, Project No. 7589-6D8518, Antioch area.

FISCAL IMPACT:
100% Flood Control Zone 1 Funds.
BACKGROUND:
Upper Sand Creek Basin is located approximately 1,500 feet east of Deer Valley Road in the Antioch/Brentwood area
in east Contra Costa County, and is within the East Contra Costa County Habitat Conservation Plan (HCP) inventory
area.
The Contra Costa County Flood Control & Water Conservation District (District) expanded the Upper Sand Creek
Basin (Project) to provide flood protection for surrounding and downstream communities. The basin expansion
resulted in removal of on-site seasonal and perennial wetlands and a portion of the adjacent Sand Creek that now is
an in-line stream within the expanded basin. The basin expansion impacted natural wetland and riparian communities
that support a variety

BACKGROUND: (CONT'D)

The District has since reconstructed and restored the creek and wetlands on-site to mitigate the impacts. The
Project restoration area now needs to be monitored and maintained until successful criteria and performance
standards have been met, pursuant to HCP, United States Army Corps of Engineers, and associated regulatory
agency permits. Therefore, this contract is needed to satisfy those specific monitoring, maintenance, and
subsequent reporting requirements.
The Initial Study Mitigated Negative Declaration and Mitigation Monitoring Plan for California Environmental
Quality Act compliance was previously adopted and approved by the County for the Project.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract is not approved, monitoring and maintenance activities will be delayed, which may jeopardize
environmental regulatory compliance and Project funding.
