HomeMy WebLinkAboutMINUTES - 06032014 - C.116RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Terri Oyarzun (dba Goats R Us) to extend the termination date from May 31, 2014 to May 31, 2015, Countywide. FISCAL IMPACT: On-call services for various Flood Control District and County projects will be funded by approximately 90% Flood Control District Funds and 10% Stormwater Utility Assessment Fees. BACKGROUND: Contra Costa County entered into an on-call contract with Goats R Us to provide vegetation management services on a variety of County and Contra Costa County Flood Control & Water Conservation District (FC District) rights of way and parcels using goats and/or sheep. The contract was initially set at $50,000 to initially test the methods of using grazing as a means of vegetation management. In 2011, the FC District used Goats R Us to graze several flood protection facilities, and the Airports Division of Public Works used Goats R Us to graze drainage ditches and associated upland areas. Project No. 7517-6W8333 BACKGROUND: (CONT'D) combination of the five task orders used the entire $50,000 initial contract. On April 24, 2012, the Board of Supervisors approved Amendment No. 1 to increase the contract by $200,000 to expand use of grazing animals and to conduct a study comparing grazing to herbicide applications. Goats R Us has performed well reducing fire fuel loads and optimizing vegetation levels to provide flood and soil erosion protection. The FC District intends to continue to utilize Goats R Us to manage vegetation in locations where herbicide applications and/or mowing is not allowed, infeasible, or not cost effective. In addition, Goats R Us is participating in a study of vegetation management techniques to compare the safety, efficacy, and costs of traditional herbicide applications with goat and sheep grazing on earthen trapezoidal flood protection channels. This study is in anticipation of continued and increasing requirements to reduce pesticide use in and near streams. The study was designed to be conducted over three seasons. However, this past rainy season (2013/2014) was unusually dry, which necessitated pushing the study past the expiration of the existing contract. For this reason, we are requesting an extension of this contract by one additional year. CONSEQUENCE OF NEGATIVE ACTION: Without approval from the Board of Supervisors, Contra Costa County will be unable to continue its study of vegetation management techniques to compare the safety, efficacy, and costs of traditional herbicide applications with goat and sheep grazing on earthen trapezoidal flood protection channels.
