APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Men and Women of
Purpose in an amount not to exceed $150,000 for the provision of mentoring and placement services to assist adult
inmates transitioning into a mainstream environment for the period July 1, 2014 through June 30, 2015.
FISCAL IMPACT:
$150,000; 100% 2014/15 AB 109.
BACKGROUND:
The purpose of this Contract is to implement the “Jail to Community" Program as part of the County’s AB109 public
safety realignment plan. In order to implement the “Jail to Community” Program, the Men and Women of Purpose
(MWP) and the Office of the Sheriff-Coroner will commit to an ongoing collaboration to strengthen and develop a
multi-disciplinary approach to serve adult offenders inside the County’s West County Detention Facility, Martinez,
Detention Facility, and Marsh Creek Detention Facility. Those incarcerated and in the custody of the County's
Sheriff-Coroner would need to meet certain criteria to be among the AB 109 re-entry population. Some of the
services MWP provides are initial assessments, recommending treatment

plans, developing support groups, and assisting participants with the recovery of their California Driver's License,
Social Security Card and Green Cards for the re-entry population. MWP will provide participants online access and
print outs of the County's 211 information services and participant services to each of its Outpatient and Day
Treatment programs after the participant is released.
CONSEQUENCE OF NEGATIVE ACTION:
A negative action would result in the incarcerated not having an improved chance to not re-offend and return to the
detention facility resulting in an increased fiscal impact and continued overcrowding.
