APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Workforce Development Board of Contra Costa, to execute a contract with the State of California Employment
Development Department to pay County an amount not to exceed $1,823,899, Workforce Investment Act (WIA)
Youth Formula funds, Subgrant K594756 for WIA youth services for the period April 1, 2014 through June 30,
2016..
FISCAL IMPACT:
County to receive an amount not to exceed $1,823,899 WIA Youth Formula funds, Subgrant K594756. 100% Federal.
No County match.
BACKGROUND:
The U. S. Department of Labor, Workforce Investment Act (WIA) grants funding by formula to states for
distribution to local Workforce Investment Act boards to fund employment related services including allocation for
youth employment and occupational training. The funds received through the California Employment Development
Department Subgrant will be used to fund a variety of employment activities, occupational training, and supportive
services for eligible youth in Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
Without funding, employment and occupational training services to youth in Contra Costa County would be
eliminated.

CHILDREN'S IMPACT STATEMENT:
The Subgrant funding will support one of the community outcomes established in the Children's Report Card,
"Children and Youth Healthy and Preparing for Productive Adulthood" by providing a variety of services to assist
youth in obtaining and maintaining self sufficiency as adults.
