HomeMy WebLinkAboutMINUTES - 06032014 - C.84RECOMMENDATION(S): APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to transfer the administration of the State of California, Department of Water Resources (DWR) Flood Emergency Response Project Grant–Statewide (FER Grant) to the Public Works Director. APPROVE and AUTHORIZE the Public Works Director or designee to execute, on behalf of the County, a Grant Agreement with DWR for a FER Grant in the amount of $206,500 and accept funds for the purchase and installation of stream gages (West and Central County areas). FISCAL IMPACT: $206,500 will be received through a grant from the DWR for the installation of stream gages with no required local match. The grant agreement term is for three (3) years from the date of execution. BACKGROUND: On April 9, 2013, the Board authorized the Sheriff-Coroner to submit the grant application for an amount $996,100. Livingston, Sheriff-Coroner Date:June 3, 2014 Contra Costa County Subject:Department of Water Resources Flood Emergency Response Project Grant, West and Central County areas (100% State) BACKGROUND: (CONT'D) for stream gages and stream gage webpage development. The gages and webpage will be used to enhance Contra Costa County’s flood warning system. The Sheriff-Coroner’s Office will not be involved in the gage installation or website development. Therefore, for administrative purposes, it is reasonable that the grant be administered by the Public Works Department which manages the Contra Costa County Flood Control and Water Conservation District (FC District) whose staff will purchase and install the gages. The grant will fund the installation of eight (8) new stream gages, install FC District gaging equipment two (2) existing gage and upgrade the power supply at one (1) East Bay Municipal Utility District (EBMUD) Gage to allow more frequent data transmission. A list of the gage locations is provided below. NEW - Rodeo Creek @ Hawthorne Drive (Rodeo) NEW - Pinole Creek @ Pinole (Pinole) NEW - Tice Creek @ Rossmoor Basin (Walnut Creek area) NEW - Walnut Creek @ Diamond Blvd (Concord) NEW - Walnut Creek @ Grayson Creek Confluence (North Concord area) NEW - Galindo Creek @ Treat Blvd (Concord) NEW - Green Valley Creek @ Diablo Rd (Danville) NEW - Grayson Creek @ PH City Corp Yard (Pleasant Hill) EXISTING - Alhambra Creek @ D St (Martinez) EXISTING - Wildcat Creek @ Vale Rd (San Pablo/Richmond) UPGRADE POWER - San Pablo Creek @ La Honda Drive (Richmond area) The gages will be connected to the FC District’s data collection system and be used in cooperation with the National Weather Service and DWR to work toward providing better flood stage predication and therefore better flood emergency response. The grant is funded through the “Disaster Preparedness and Flood Protection Bond Act of 2006” (Proposition 1E - Section 5096.821 of Chapter 1.699 of Division 5 of the Public Resources Code) from SBX2 1, which allocates $135 million to the DWR “for acquisition, design, and construction of essential emergency preparedness supplies and projects.” Up to $5 million will be available for the grant program through 2015. This program makes funding available to improve local flood emergency response through Flood Emergency Response Projects grants. The original amount of $5 million has been increased to $10 million, and the geographic scope has been modified. The original $5 million remains available for statewide projects (minus the legal Delta), while another $5 million is proposed for projects in the legal Delta. CONSEQUENCE OF NEGATIVE ACTION: If not approved, the County would not receive $206,500 for the installation of stream gages that could be used for flood emergency response, data collation and flood frequency analysis to support capacity studies and design of facilities that improve flood damage reduction. CHILDREN'S IMPACT STATEMENT: No impact.
