HomeMy WebLinkAboutMINUTES - 06032014 - C.72RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21451 to add one Accountant II (SAVA) (represented) position at salary plan and grade ZB5 1444 ($4,514-$5,487) in the Department of Conservation and Development. FISCAL IMPACT: The annual cost for this position is approximately $115,000, of which approximately $25,000 represent pension costs. All costs will be fully covered by land development funds and will be partially offset by a reduction in contracted service costs, resulting in no fiscal impact to the County General Fund. BACKGROUND: The Department of Conservation and Development is experiencing greater demand for higher level and more complex fiscal analysis and accounting work due to a combination of factors. The dissolution of the Redevelopment Agency resulted in increased financial reporting requirements for Redevelopment Successor Agencies. Detailed expenditure reports on all projects must be maintained, and approvals from the State Department of Finance obtained in advance for all expenditures. Twice each year, the Successor Agency must prepare and submit a Recognized Obligation Payment Schedule (ROPS) to the State Department of Finance that provides expenditure details on projects for the preceding six month period and projections for Successor Agency expenditures in the upcoming six months. While the Successor Agency accounting work has been historically contracted out, DCD saw the value of moving this work in-house for greater efficiency, control and cost effectiveness.
