HomeMy WebLinkAboutMINUTES - 06032014 - C.70RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21459 to retitle the classification of Deputy Director of Mental Health (VQFB) (represented) at salary plan and grade ZA5 2129 ($8,895-$10,812) to the Deputy Director of Behavioral Health (VQFB) (represented) and reallocate it on the salary schedule at salary plan and grade ZA5 2226 ($9,792 - $11,902) in the Health Services Department. FISCAL IMPACT: Upon approval, this action will be cost neutral. There is no cost associated with this action. BACKGROUND: Over the past two years, the Behavioral Health Division combined the Mental health, Homeless and Other Drug Services, to create an integrated system that provides improved care for Contra Costa County community residents with complex behavioral health needs. The focus has been on breaking down silos between the individual systems of care and maximizing resources while designing an infrastructure to support these integration efforts. With the recent departure of the incumbent in the Director of Mental Health Services classification, and in order to better conform to statute, regulation, and current California practice, the current Behavioral Health Director has been be appointed to be the County's Acting Mental Health Director. As a result, and in order to create an appropriate administrative infrastructure that better reflects our integration efforts, the Deputy Director of Mental Health (VQFB) classification was revised and will replace the current Director of Mental Health Services classification (VQD4). The Deputy Director class will have oversight for many of the day-to-day operations of the Behavioral Health Division, particularly in the mental health programs. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Behavioral Health division will not have the best administrative structure to support integration efforts.
