APPROVE the Marsh Creek Road Bridge Scour Repair Project and AUTHORIZE the Public Works Director, or
designee, to advertise the project, Clayton area. Project No.0662-6U4133, DCD-CP#14-14 (District III)
FIND, that the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption,
pursuant to Section 15301(b) of the CEQA Guidelines, and,
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and,
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
100% Local Road Funds.
BACKGROUND:
The purpose of the project is to install interim repair in areas of scour around the piles and bridge abutments to
protect the roadway approach from being washed out in a storm event until planned bridge replacement can be
conducted. Interim repair was deemed necessary

Subject:APPROVE the Marsh Creek Road Bridge Scour Repair Project and related actions under the California
Environmental Quality Act.
BACKGROUND: (CONT'D)
because of the anticipated time to construct the new bridge crossing and because of a partial washout of the
roadway approach that occurred in the past. The repair will consist of a combination of timber lagging between the
exposed piles at the south abutment and placement of rock slope protection at the base of both abutments to
reduce risk of additional scour. The rock slope protection will be recessed into the creek bed where possible to
allow re-accumulation of sediment over the rock. Voids behind the lagging at the south abutment will be filled
with grout, gravel, or a combination of each. Work will be conducted using compact construction equipment such
as Bobcat tractors. Creek access will be from the northwest side of the bridge and a temporary access will be
created by building up the slope on the northwest side of the road. Environmentally sensitive areas outside the
project footprint will be demarcated and construction activities will not encroach on those areas. Best management
practices (BMPs) will be implemented to prevent siltation and indirect impacts to adjacent areas. The project will
be conducted after September 1st to avoid the nesting bird season and so that work can be conducted during the
dry season. All temporary fill and construction materials will be removed once the project is completed and any
loose soils will be stabilized. Staging will be conducted on paved or graveled areas. The project is a covered
activity under the East Contra Costa County Habitat Conservation/Natural Community Conservation Plan
(HCP/NCCP), Rural Infrastructure Projects - Bridge Replacement, Repair, or Retrofit. The project will follow the
HCP/NCCP Avoidance and Minimization Measures to minimize impacts to covered species and water quality. In
addition, HCP/NCCP development and wetland fees will be paid to the Conservancy prior to the start of
construction. Minor vegetation removal and or trimming may be necessary. In order to minimize damage to trees,
any roots exposed during construction activities will be clean cut. The project will maintain the existing drainage
pattern and will not create new impervious areas. Appropriate BMPs will be implemented to protect storm drain
inlets. Although not anticipated, temporary creek diversion, real property transactions including temporary
construction easements and utility relocations or adjustments may be necessary in support of this project. Lane
closures may be required during construction activities; however, at least one lane of traffic will be open at all
times. Emergency vehicles and local property owners will have access at all times. General Plan Conformance is
not necessary.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay in conducting the interim repair, increased risk of further
erosion near the abutments, and potential risk to the roadway.
