BACKGROUND
Per Section 02.01 of the Board approved Personnel Policies and Procedures and Section 21.4 of the
Memorandum of Understanding with Local #1, staff is seeking approval to reclassify three Office Assistant II
positions and their incumbents to the newly created Leasing Assistant positions. One Office Assistant II position
will remain in the public housing/asset management department to assist with the wait list. The reclassifications
are requested so that the title and job descriptions better reflect the actual duties and responsibilities of the
positions. Job descriptions are attached for the new classifications of Senior Property Assistant and Leasing
Assistant. These changes are being made as part of HACCC's ongoing shift to site-based management.
These classifications are “non-exempt” and are subject to the agency’s Memorandum of Understanding with
Public Employees Union, Local #1. HACCC management staff have “met and conferred” with Local #1 and the
creation and reclassification of these positions is acceptable to them.
FISCAL IMPACT
Funding for Senior Property Assistants and Leasing Assistants is included in the Housing Authority's (HACCC)
approved Fiscal Year 2014/2015 Consolidated Operating Budget. Senior Property Assistants will be paid at the
same salary scale as Senior Housing Assistants, and Leasing Assistants will be paid at the same salary scale as
Office Assistant II's. A salary schedule is attached.
CONSEQUENCE OF NEGATIVE ACTION
Should the Board of Commissioners elect not to approve these actions, HACCC would be unable to adjust its
workforce to the changing needs of the organization and may not be able to meet all of HUD's requirements for
asset-based management.
