ACKNOWLEDGE that on May 6, 2014, the Board of Supervisors directed the County Administrator to prepare for consideration by the Board of Supervisors on May 13, 2014, a position modification resolution necessary to carry out Board action on the Recommended Budget; 2. ACKNOWLEDGE that on May 13, 2014, the Board of Supervisors will consider approving the FY 2014-15 Recommended Budget actions requiring the modification, addition and elimination of certain positions and classifications in affected departments; 3. ADOPT Resolution No. 2014/159, authorizing the addition and deletion of certain positions in affected departments; to establish new specified Labor Relations classifications (unrepresented); to abolish existing specified Labor Relations classifications and reclassify the incumbents to the new Labor Relations classifications and positions assigned to the County Administrator’s Office; and 4. ACKNOWLEDGE that all of the positions being eliminated are vacant and that no employee lay-offs are anticipated by this action. FISCAL IMPACT: The fiscal impact is described in the Fiscal Year 2014-15 Recommended Budget (http://ca-contracostacounty.civicplus.com/index.aspx?NID=770). Boyd, Deputy cc: Gladys Reid, Human Resources, Robert Campbell, Auditor-Controller D.9 To:Board of Supervisors From:David Twa, County Administrator Date:May 13, 2014 Contra Costa County Subject:ADDING, ABOLISHING, AND MOVING POSITIONS, EMPLOYEES AND CLASSIFICATIONS IN CERTAIN COUNTY DEPARTMENTS BACKGROUND: On April 22 and May 6, 2014, the Board held Budget Hearings required prior to adopting the FY 2014-15 Recommended Budget. At the conclusion of the hearings, the Board directed the County Administrator to return with a Resolution ordering the addition, deletion, modification and deletion of positions and classifications necessary to affectuate the FY 2014-15 Recommended Budget actions. The attached Position Adjustment Resolution (No. 2014/159) incorporates those changes directed by the Board as part of the FY 2014-15 Recommended Budget. The Resolution adds, moves and/or eliminates positions and classifications in the following departments: County Administrator, Conservation and Development, Human Resources, and Public Defender. County Administrator/Human Resources Department Attachment A adds a Clerk-Senior Level position in the Affirmative Action/Equal Employment Opportunity Unit and establishes a Labor Relations Unit in the County Administrator's Office. Several changes are required for the transition of the Labor Unit: 1) establish labor classifications of Labor Relations Assistant (AD7C) (unrepresented) , Labor Relations Analyst I (ADSI)(unrepresented), Labor Relations Analyst II (ADSJ)(unrepresented), and Labor Relations Manager-Exempt (ADD6)(unrepresented) in the County Administrator's Office; 2) add a Labor Relations Manager-Exempt position to the County Administrator's Office; 3) transfer and reclassify existing labor relations positions from the Human Resources Department to the County Administrator's Office; and 4) abolish the old labor relation positions in the Human Resources Department. These actions are being taken so that the County will be in a better position to recruit and retain qualified candidates to staff the Labor Relations Division. The current class titles are out of date and the salaries are not competitive. The salary reallocation will bring the classifications of Labor Relations Analyst I, Labor Relations Analyst II and Labor Relations Manager – Exempt to the median of the classifications in our comparable counties. Conservation and Development Attachment B deletes three vacant weatherization positions in the Department of Conservation and Development. Public Defender Attachment C adds an Assistant Public Defender, and Information System Specialist, a Public Defender Investigator, and a Clerk-Experienced Level in the Public Defenders Department. No lay-offs are anticipated by these actions. Further, additional positions in various departments will continue to be held vacant (but not eliminated at this time) in order to achieve prescribed cost savings through normal and managed attrition to the greatest extent possible. CONSEQUENCE OF NEGATIVE ACTION: Potential delay in elimination and modification of targeted positions, which may impact service delivery. CHILDREN'S IMPACT STATEMENT: None.
