APPROVE and AUTHORIZE the extension of retiree Neal Price as a temporary County employee for the period of January 1, 2014 through June 30, 2015; 2. FIND that the appointment of Mr. Price is necessary to fill a critically needed position. FISCAL IMPACT: Salary costs are included within the Department's operating budget. Contra Costa Hazardous Materials Programs will fund these positions with generated fees. BACKGROUND: The Contra Costa Health Services - Hazardous Materials Programs (CCHMP) plays a critical role in the protection of public health and the environment from the threat of hazardous materials. Through inspections and the Incident Response Team (IR Team), CCHMP is able to prevent, mitigate and resolve hazardous materials releases. The CCHMP IR Team is the primary, hazardous materials response team for Contra Costa County and is recognized by the Board of Supervisors for its excellence. Fully staffed, the IR Team consists of 19 HazMat Specialists and one HazMat Technician. CCHMP is in the process to hire five HazMat Specialists; however, it takes a minimum of 1 year for a new hire to join the IR Team. As a retiree contractor, Mr. Price can train the new hires and fill a role on the IR Team. • CCHMP is waiting to begin the recruitment process for a HazMat Technician. The Technician, who is responsible for maintaining technical equipment and supplies for the IR Team, left the County in October of 2012. Mr. Price was the CCHMP HazMat Technician for 15 years until he was promoted to HazMat Specialist. His experience with performing the responsibilities of a Specialist and Technician makes him uniquely qualified to maintain the IR Team equipment, coordinate with the other response teams and participate on the County’s, State Homeland Security Grant Program committee. • As the State-certified hazardous materials regulatory agency for Contra Costa County, CCHMP is mandated by regulation to perform hazardous materials inspections on a specified frequency. Mr. Price is certified by the State of California to perform hazardous materials regulatory inspections and can help ensure CCHMP meets its required inspection goals. • Mr. Price, has worked for the County for 21 years. In addition to his knowledge and experience, Mr. Price brings dedication and an excellent work ethic to the County (2007 County Employee of the Year). He has established relationships with other agencies, organizations and is familiar with the industrial processes within Contra Costa County. • Due to an administrative oversight, Contra Costa Health Services failed to request this extension before the previous term end date of December 31, 2013. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval may jeopardize Hazardous Materials Programs efforts in responding to critical incidents due to the limited trained staff employed.
