1. CONSIDER waiving the 180-day “sit out period” for Dr. Scott F. Loeliger, Exempt Medical Staff Physician in the
Health Services Department;
2. FIND that the appointment of Dr. Loeliger is necessary to fill a critically needed position;
3. APPROVE and AUTHORIZE the hiring of retiree Dr. Loeliger as a temporary County employee for the period of
May 14, 2014 through May 31, 2015, as recommended by the Health Services Department Director.
FISCAL IMPACT:
If the request is granted, there will continue to be salary and employment tax payment for the hours provided of
approximately $79,929.60. These costs will be offset by savings due to the vacancy of the permanent position.

Subject:Temporary Hire of County Retiree - Waiver of 180-day Sit-Out Period
BACKGROUND:
Dr. Loeliger retired as of March 31, 2014. Dr. Loeliger was hired as an Exempt Medical Staff Physician on January
27, 2003, and spent the last eleven years working in his area of expertise providing Obstetrics and Gynecology
services to County patients. With his retirement, despite extensive efforts to recruit a replacement, the Department
remains critically short of staff to meet the minimum demands of our Labor and Delivery Unit at Contra Costa
Regional Medical Center.
Ongoing recruitment efforts include the use of a physician recruitment firm, professional contacts, and attendance at
professional conferences. This reflects the extremely competitive nature of the primary care physician marketplace as
well as a dearth of physicians entering primary care specialties. The Department will continue to aggressively recruit
a permanent full-time replacement staff but at this point, we face a critical shortage in labor and delivery.
We request approval to hire Dr. Loeliger as a retiree to staff the Labor and Delivery Unit at Contra Costa Regional
Medical Center.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to receive Board approval will result in the shortage of medical providers to meet the staffing demands of the
Labor and Delivery Unit, which directly impact patient care services.
