Feirabend, Exempt Medical Staff Physician in the Health Services Department; 2. FIND that the appointment of Dr. Feirabend is necessary to fill a critically needed position; 3. APPROVE and AUTHORIZE the hiring of retiree Dr. Feirabend as a temporary County employee for the period of May 14, 2014 through May 31, 2015, as recommended by the Health Services Department Director. FISCAL IMPACT: If the request is granted, there will continue to be salary and employment tax payment for the hours provided of approximately $79,929.60. These costs will be offset by savings due to the vacancy of the permanent position. Dr. Feirabend was hired as an Exempt Medical Staff Physician on June 24, 1994, and spent the last twenty years working in her area of expertise providing Obstetrics and Gynecology services to County patients. With her retirement, despite extensive efforts to recruit a replacement, the Department remains critically short of staff to meet the minimum demands of our Labor and Delivery Unit at Contra Costa Regional Medical Center. Ongoing recruitment efforts include the use of a physician recruitment firm, professional contacts, and attendance at professional conferences. There were multiple job offers made to prospective OBGYN and Family Medicine doctors but we have been unable to replace her to date. This reflects the extremely competitive nature of the primary care physician marketplace as well as a dearth of physicians entering primary care specialties. The Department will continue to aggressively recruit full-time employee replacement staff but at this point, we face a critical shortage of labor and delivery. We request approval to hire Dr. Feirabend as a retiree to staff the Labor and Delivery Unit at Contra Costa Regional Medical Center. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval will result in the shortage of medical providers to meet the staffing demands of the Labor and Delivery Unit, which directly impact patient care services.
