REFER to the Finance Committee of the Board of Supervisors a review of options regarding funding for the County
Service Area M-28 on Bethel Island.
FISCAL IMPACT:
There is no fiscal impact from this recommended action.
BACKGROUND:
County Service Area M-28 (CSA M-28) provides water to a mobile home park on Bethel Island. CSA M-28 pumps
water from a well and treats the water through a reverse osmosis system. After treatment the mobile home park
distributes the water to the mobile homes. CSA M-28 has only one rate payer, the mobile home park owner.
The reverse osmosis system was built in the early 1990s. As with any aging system, the maintenance costs are
increasing. The annual service revenue covers the basic maintenance needs; however, anything above the basic
maintenance puts the annual budget into deficit spending. These additional needs have exceeded available revenues
over the last few years. A referral to the Finance Committee of the Board of Supervisors is required to review options
regarding funding for the County Service Area M-28 on Bethel Island.
