1. APPROVE the recommendations of the Public Protection Committee, the Community Corrections Partnership
(CCP), and the Evaluation Panels with regard to contract awards from the Requests for Qualifications (RFQs) issued
for the implementation of the Plans for the establishment of a West County Reentry Resource Center and an East
&Central County Networked System of Services.
2. AUTHORIZE the issuance of contracts to recommended contractors, subject to contract development by the
County Administrator's Office and approval as to form of contract by County Counsel. (See attached.)
FISCAL IMPACT:
$1,562,100 in AB 109 Public Safety Realignment, Community Programs funding is recommended to be awarded to
the recommended contractors for the implementation of the Plans for a West County Reentry Resource Center and an
East & Central County Networked System of Services. There is $1.2 million budgeted in FY 13-14 and $1.2 million
budgeted in FY 14-15 for this purpose.

Subject:Implementation of Plans for a West County Reentry Resource Center and an East & Central County Networked
System of Service
BACKGROUND:
On March 25, 2014, the Board of Supervisors adopted the Plans developed for the establishment and operation of
a West County Reentry Resource Center and an East & Central County Networked System of Services. (See
http://www.cccounty.us/2366/Services-Programs for copies the Plans and RFQs.) To begin to implement these
Plans, three Requests for Qualifications (RFQs) were issued by the County Administrator's Office on April 1,
2014 to identify contract providers for the services contemplated in the Plans. The County Administrator’s Office,
in collaboration with the planners who crafted the Plans, developed the RFQs and the process timeline.
RFQ PROCESS
The RFQ for the West County Reentry Resource Center made available up to $800,000 for
“Implementation of a West County Reentry Resource Center,” for the period May 15, 2014 through June
30, 2015. ($400,000 is allocated in the FY 13-14 AB 109 Public Safety Realignment Program Budget for
development of a reentry resource center in West County and can be expended on one-time capital related
start-up costs, and $400,000 is proposed for operational support in the FY 14-15 AB 109 budget.)

The RFQ for the “Network Management Team” for the East & Central County Networked System of
Services solicited for contractors to provide “Network Manager,” (1) and “Field Operations Coordinator”
(3) services, in the amounts of $105,000 (Network Manager) and $81,700 (Field Operations Coordinators)
for the period May 15, 2014 through June 30, 2015.

The RFQ for the “Network Services Providers” for the East & Central County Networked System of
Services made available for contracting opportunities the following services:

The RFQs were posted on BidSync, the website the County utilizes for contracting opportunities, and distributed
directly via email to contacts developed by the County’s Reentry Coordinator, Jessie Warner, and staff of the
CAO’s office. A Press Release was issued and a legal notice was posted in the Contra Costa Times regarding the
RFQ opportunities. After its release, optional responders conferences were held. Responses were due on April 18,
2014.
The County received the following responses:
1. 2 responses to the RFQ for the West County Reentry Resource Center RFQ: Rubicon Programs Inc. and
Johnny K. Jones (response deemed non-compliant, as it was received after deadline )
2. 6 responses to the RFQ for the Network Management Team: (2) for Network Manager, (3) for Field Operations
Coordinator, (1) for either Network Manager or Field Operations Coordinator
3. 6 responses to the RFQ for the Network Services Provider: (1) for Housing; (2) for
Leadership/Entrepreneurialism Development; (1) for Specialized Employment Training/Placement; (2) for
Employment/Education Liaison Services.
The County Administrator's Office convened three Evaluation Panels to review and rate the responses and to
interview responders. All panel participants were required to sign Impartiality Statements, with the exception of
the panel facilitators who did not participate in the scoring process. A "Consensus Scoring" methodology was
utilized to evaluate responses. Recommendations of the Panels were issued upon conclusion of the evaluation
processes.

Response Evaluation Results
West County Reentry Resource Center RFQ :
Rubicon Programs, Inc. response was the only response scored. The response scored 88 out of 100. Rubicon was
interviewed by the Evaluation Panel, and upon conclusion of the process, was recommended for contract award
by the Evaluation Panel.
As described in the Plan, Rubicon proposes to operate the Center as an integrated collective impact initiative that
coordinates the work of multiple partners to foster successful reentry and reduce recidivism for residents of Contra
Costa County. Rubicon welcomes the establishment of a multi-sector, inclusive Center Steering Committee to
inform and support the Center's work. The Center will function as a centralized hub supported by expert backbone
staff to coordinate, integrate, leverage, and advance the services and resources available in the community.
Rubicon proposes to deploy a 3.4 FTE team of fully qualified, culturally competent personnel to comprise the
Center staff. In addition, Rubicon will assign 3.4 FTE of service staff to Center, provided on an in-kind basis by
Rubicon. Rubicon will leverage existing contractual and informal service relationships and forge new
relationships with community-based and public providers to offer services on-site at the Center or to have staff
regularly visit the Center to accept referrals and conduct outreach to their offsite services. Center services are
scheduled to begin in December 2014.
Network Management Team RFQ:
The Evaluation Panel recommended the following contractors be awarded contracts by the Board of Supervisors:
Network Manager: Kathy Moniz-Narasaki
MS in Criminal Justice from CSU Sacramento;
Over 10 years in reentry field;
Numerous trainings & certifications in offender management and evidence-based reentry best practices;
Led a team of community and public agencies to establish the Maui Reentry Council.
Field Ops. Coordinator (Concord): Patrick Mims
Program Director for Sexually Exploited Minors program at BAWAR;
Awarded FBI’s “Director’s Community Leadership Award” in April 2014;
21 years in state prison, successfully discharged from parole;
Certificates in Vocational Plumbing, Electric, and Office Services. AA degree;
Certified Drug and Alcohol Counselor II, Certified Rape Crisis Counselor
Field Ops. Coordinator (Antioch): Vernon Williams III
Founded a youth empowerment & leadership development organization in East County;

Network Services Providers RFQ:
1. Leadership/Entrepreneurialism: JFK University, Institute of Entrepreneurialism ($66,000). Brighter Beginnings
($66,000).
Partnership proposal that links with Mentor contract for BB.
IEL in 4th year of operation. 86 for-profit companies created.
4 phases: Pre-release leadership (BB), Phase I Community Leadership (BB), Phase II Career Readiness
(IEL & BB)—up to 15, Phase III Entrepreneurial Leadership Certificate (IEL)—up to 6 participants.
2. Specialized Employment Training/Placement: Prepare My Sheep ($65,000).
Paintless Dent Repair (1-2 months) and Automotive Mechanic Training (up to 1 year)
Pilot program for up to 5 participants (1 mechanic trainee, 4 dent repair trainees
On-the-job training offered. New non-profit recently established.
3. Housing: New Life Dream Center ($115,000)
Transitional housing services for 15 AB 109 Returning Citizens: 5 women (Oakley) and 10 men. (5 in
Antioch, 5 Brentwood). Room and board provided.
Focus on recovery, reunification with family, reintegration built on education and a foundation of faith.
12 month program; non-denominational. Faith-based program, but participation in church services not
mandatory.
Services include: accommodations, counseling, transportation, referrals to services, enrollment in online
college courses, life mentors, transition planning.
4. Employment/Education Liaisons : Men and Women of Purpose ($50,000). Reach Fellowship International
($50,000).
Linking men and women in the pre-release phase to post-release employment and education opportunities
and providing documentation coordination to ensure smooth transitioning.
Evaluation Panel Recommendations:
Before contracts executed, ensure that any necessary MOUs (e.g., Brighter Beginnings for access to space
at WCDF), licensing and/or permitting is secured.
Ensure that Prepare My Sheep is connected with the Workforce Development Board for OJT funding
opportunities.
Funding is needed for Case Management Systems for all providers.
Technical Assistance for newer organizations must be provided. External audits performed.
Quality Assurance Subcommittee should be established.
CCP Recommendations
At its May 2, 2014 meeting, the CCP accepted the presentation of the results of the Evaluation Panels (see
attached) and further recommended that the proposal from the Evaluation Panel for a Quality Assurance
Subcommittee be implemented to ensure service quality and technical assistance support for service providers, as
well as integration across the County in terms of service provision and service quality.
At its May 6, 2014 meeting, the Public Protection Committee concurred with these recommendations,
acknowledging that there may be additional one-time, start-up expenditures related to things such as training or
equipment purchases that would be required from the FY 13-14 implementation funds
