Acting in its capacity as the Board of Supervisors of Contra Costa County and as the Board of Directors of the
Contra Costa County Flood Control and Water Conservation District:
1. AUTHORIZE a “yes” vote in favor of Rodeo-Hercules Fire District’s levy of a Fire Protection & Emergency
Response Services Assessment on parcels of real property owned by Contra Costa County and the Contra Costa
County Flood Control and Water Conservation District and identified on Exhibit A attached hereto.
2. DIRECT the Public Works Director and Chief Engineer, or designee, to complete, sign and submit to the Fire
District on or before May 14, 2014, on behalf of the County and the Flood Control District, ballots in favor of levying
the Fire Protection & Emergency Response Services Assessment on each parcel of real property identified on Exhibit
A attached hereto.

in fiscal year 2014-2015, the County will incur approximately $1,235.88 in additional property assessment costs,
and the Flood Control District will incur approximately $16.70 in additional property assessment costs. If the
assessment is collected in future fiscal years, these costs will increase each year based on the annual change in the
consumer price index, up to 4% per year.
BACKGROUND:
The Rodeo-Hercules Fire District (“Fire District”) has proposed levying a special assessment on each parcel of
real property located within the Fire District beginning in fiscal year 2014-2015. Revenue from the assessments
will be used to reopen the Fire District’s Rodeo fire station, maintain fire protection and emergency services,
maintain and replace equipment, and other related fire suppression and emergency response purposes.
Contra Costa County and the Contra Costa County Flood Control and Water Conservation District own real
property within the Fire District. If the Fire District’s measure passes, the County’s and Flood Control District’s
properties listed in Exhibit A attached hereto would be charged the assessments specified in that exhibit. If the
assessment passes, in fiscal year 2014-2015, the County will incur approximately $1,235.88 in additional property
assessment costs, and the Flood Control District will incur approximately $16.70 in additional property
assessment costs. These costs will increase each year based on the annual change in the consumer price index, up
to 4% per year.
On May 14, 2014 at 7:00 P.M., the Fire District will hold a public hearing to tabulate all ballots in favor and
against the proposed assessment. On or before May 14, 2014, a ballot may be submitted for each parcel of
property within the Fire District. The Fire District indicates that each parcel’s ballot is weighted by the proposed
amount of the assessment that will be levied against the parcel, and ballots will be tabulated accordingly. The Fire
District indicates that if a majority of weighted ballots returned are in support of the assessment, the assessment
may be levied for fiscal year 2014-2015. The Fire District indicates that the assessment may be levied in future
years as long as the Fire District’s Board approves an annual resolution for continuation of this assessment. The
results of the ballot tabulation will be announced at the Fire District’s Board meeting on June 11, 2014.
The County and the Flood Control District may submit ballots for their properties that will be subject to the
assessment. A ballot may be submitted for each property. A “yes” vote will be a vote in favor of the assessment.
Assessment revenue will fund essential emergency services that will benefit the County’s and Flood Control
District’s properties located within the Fire District. Therefore, Public Works Department staff and Flood Control
District staff recommend that the Board of Supervisors approve the submission of a “yes” vote for each of the
parcels listed in Exhibit A.
CONSEQUENCE OF NEGATIVE ACTION:
Each property owner within the boundaries of the Rodeo-Hercules Fire District has the right to vote on the Fire
Protection and Emergency Response Services assessment. Failure to approve this action would give up Contra
Costa County’s right to vote. Voting no would be a vote against the Fire District’s assessment.
