APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a
contract amendment with YMCA of the East Bay-West Contra Costa Branch to increase the payment limit by
$21,250 to a new payment limit of $106,250 and extend the term from June 30, 2014 to September 30, 2014.
FISCAL IMPACT:
$106,250: 52% Federal Promoting Safe and Stable Families (CFDA #93.556); 48% Child Welfare Services
Outcomes Improvement Program (100% State funded)
BACKGROUND:
The Employment and Human Services Department, Children and Family Services (CFS) Bureau is implementing
Child Welfare (CWS) Redesign to enhance current service delivery and improve outcomes for children and families.
The redesign plan includes providing early intervention

BACKGROUND: (CONT'D)
services, developing community partnerships, and increasing the number of resource families. The Department issued
a Request for Proposals in order to solicit organizations interested in providing case management services to families
at-risk of becoming involved with the Child Welfare System.
CONSEQUENCE OF NEGATIVE ACTION:
Employment and Human Services Department will be unable to offer valuable services.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children’s Report Card: 1) “Children Ready
for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3)
“Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5)
“Communities that are Safe and Provide a High Quality of Life for Children and Families,” by providing intervention
for families at-risk of entering the Child Welfare System.
