APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
amendment with FamiliesFirst, dba EMQ FamiliesFirst to increase the payment limit by $127,374 to a new payment
limit of $636,869 for family preservation services, and extend the contract term from June 30, 2014 to September 30,
2014.
FISCAL IMPACT:
$636,869: 67% State Family Preservation (70% State, 30% County); 33% Federal Promoting Safe and Stable
Families (CFDA #93.556)
BACKGROUND:
Contractor was selected through competitive bid to provide intensive family preservation services. Family
preservation support services provide ongoing case management services that engage and establish a positive rapport
with families who have been referred from existing

BACKGROUND: (CONT'D)
Child Welfare cases, are experiencing multiple stressors impacting their ability to parent effectively, and are
consequently at risk of having their children placed in out of home care. Contractor's services have met all
expectations and goals.
CONSEQUENCE OF NEGATIVE ACTION:
Vital services to families at risk of or in the Child Welfare System will not be provided.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready
for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing intensive
family preservation services to families at risk of entering the Child Welfare System.
