HomeMy WebLinkAboutMINUTES - 05132014 - C.31RECOMMENDATION(S): APPROVE and AUTHORIZE the Director of Public Health, or designee, to execute a Joint Use Agreement (JUA) between Contra Costa County (County) and West Contra Costa Unified School District. The JUA has a ten-year term, beginning on the completion of improvements to the space, which is expected to occur on or about September 1, 2014. Under the JUA, the County will have exclusive use of Room 505 at Kennedy High School in Richmond. The room will be used as a health clinic for students and the surrounding community. The County will not pay rent for its use of the room. Instead, the County will provide up to 40 hours of primary and preventative health care services at the school site when school is in session. FISCAL IMPACT: Funding ($500,000) will be provided through the federal Health Resources and Services Administration (HRSA) Grant. Bueren, Public Works Director/Chief Engineer Date:May 13, 2014 Contra Costa County Subject:APPROVE and AUTHORIZE a Joint Use Agreement for a Stationary Medical Clinic at Kennedy High School, 4300 Cutting Boulevard, Richmond BACKGROUND: (CONT'D) ("HRSA") Grant for a School-Based Health Center in the amount of $500,000 from the U.S. Department of Health and Human Services. The funds were accepted by the County Board of Supervisors on June 25, 2013. The HRSA Grant must be used by the County in accordance with the terms Notice of Award, which requires the County to enter into a lease or other occupancy agreement with the school district. The California Education Code permits the school district to allow other government agencies to use vacant classrooms or other space in operating school buildings through joint use agreements. The County is using the HRSA Grant to renovate Room 505 at Kennedy High School to create a stationary health clinic to replace the County’s current mobile clinic. The stationary clinic will allow the County to increase access to services to low-income children and adolescents in Richmond. As part of the JUA, the West Contra Costa Unified School District and the County are also entering into an Improvement Agreement that identifies the specific renovations that West Contra Costa Unified School District will undertake to construct the Health Clinic, how the parties will share the cost of the improvements, and the time schedule for completing the improvements. The County’s obligation for the improvements and renovations are limited to $500,000, the amount of the HRSA Grant. CONSEQUENCE OF NEGATIVE ACTION: Not approving the Joint Use Agreement would cause the County to lose the $500,000 HRSA Grant for a School-Based Health Center at Kennedy High School and the County would continue to provide health care services through the mobile clinics.
