Approve and authorize the Health Services Director, or his designee, to execute, on behalf of County, Grant Award
Agreement #13-4223 (County #29-546) with Office of Statewide Health Planning and Development (OSHPD), to
pay County an amount not to exceed $436,386 for the Behavioral Health Services Division (BHSD)/Mental Health
Peer Personnel Preparation Project, for the period from April 9, 2014 through June 30, 2016.
FISCAL IMPACT:
Approval of this Agreement will result in a total amount of $436,386 from Office of Statewide Health Planning and
Development for the Division’s Peer Personnel Preparation Project, through June 30, 2016. No County funds are
required.
BACKGROUND:
The Contra Costa Behavioral Health Services Division/Mental Health has been successful in training peers who serve
in the adult/older adult mental health system, and has

BACKGROUND: (CONT'D)
recognized a need for a more formalized preparation and training program for Family Partners who work in the
children/adolescent system of care. Currently, Family Partners are trained on the job, bringing to their work life
experience and preexisting knowledge of having navigated through the mental health system. BHSD/Mental Health
staff recommends the development of specialized internship opportunities for peers, interested in becoming Family
Partners, which would be beneficial in developing their skills as a provider. Staff has emphasized that more Family
Partners are needed in the County’s behavioral health system. Through the development of a specialized training and
job placement program for peers, the program aims to promote the placement, retention, and advancement of
qualified peer staff within the mental health system by: 1) expanding and enhance the existing SPIRIT training
program to include specialized training for Family Partners; 2) providing job placement assistance within the County
or in community-based organizations once training is complete; and 3) supporting graduates with job retention
activities and career development assistance.
Approval of Grant Award #29-546 will allow the County to receive funding to support the Mental Health Peer
Personnel Preparation Project through June 30, 2016, including agreeing to indemnify and hold harmless the State for
claims arising out of County’s’ performance under this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this Agreement is not approved, the County will not receive funding to support the Mental Health High Peer
Personnel Preparation Project in Contra Costa County.
