FISCAL IMPACT: None BACKGROUND: The Community Action Agencies were created when the Economic Opportunities Act of 1964 was signed into law. The Contra Costa County Employment and Human Services Department, Community Services Bureau, is the Community Action Agency for Contra Costa County. The Community Services Bureau with all its community partnerships has made an essential contribution to individuals and families in Contra Costa County, by providing them with innovative and cost-effective programs to help those with limited income to become self-sufficient.
