APPROVE and AUTHORIZE the extension of retiree Wendy Mailer as a temporary County employee for the period of May 1, 2014 through March 31, 2015; 2. FIND that the appointment of Ms. Mailer is necessary to fill a critically needed position. FISCAL IMPACT: Salary costs are included within the Department's operating budget. Total approximate costs for the requested period are $83,712. BACKGROUND: The Health Services Department is requesting Board approval for the continuation of temporary retiree employment of Wendy Mailer through March 2015 while Contra Costa Health Plan continues to work through the examination, recruitment, and hiring process for a replacement. The specifications for the position and duties assigned are in the process of being reviewed by the Human Resources Department. The typical timeline for reviewing the assigned duties, issuing a recruitment package, testing, interviewing, and hiring for a position at this level takes an average of nine to twelve months. Ms. Mailer's services will also be required to train the new employee. Ms. Mailer is currently the only CCHP manager that can provide direction on a part-time basis to the Marketing and Sales staff in the Health Plan. Ms. Mailer is a licensed broker, a certified Plan Based Enroller and the Manager of the Marketing agents at Contra Costa Health Plan. These agents are required to assist new members in enrolling in CCHP through the Covered California exchange and to explaining benefits of each of CCCHP's insurance products to potential members. Without continuation of Ms. Mailer's employment, there would be no one with the license and skills necessary to manage the Marketing unit and provide direct sales training and oversight of staff while a replacement is recruited. During the transition into full retirement for Ms. Mailer, CCHP is committed to the recruitment of a qualified replacement for this important job. Currently, Contra Costa Health Plan does not have the staff to provide these specialized services. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval may jeopardize efforts of the Health Services Department to comply with the requirements of the Affordable Care Act. CHILDREN'S IMPACT STATEMENT: No impact to children.
