Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #24-723-72 with Neighborhood House of North Richmond, a non-profit corporation,
effective January 1, 2014, to amend Novation Contract #24-723-72, to increase the payment limit by $123,695, from
$424,617 to a new payment limit of $548,132, with no change in the original term of July 1, 2013 through June 30,
2014, and to decrease the automatic extension payment limit by $14,179, from $212,309 to a new payment limit of
$198,130, with no change in the term of the automatic extension, through December 31, 2014.
FISCAL IMPACT:
This amendment is funded 54% by Federal Substance Abuse Prevention and Treatment (SAPT) Block Grant, 31%
Bay Area Service Network, 8% Second Chance Act AB109, and 6% Substance Abuse and Mental Health Service
Administration (SAMHSA) Forensic Grant. (No rate increase)

Subject:Amendment #24-723-72 with Neighborhood House of North Richmond
BACKGROUND:
This Contract meets the social needs of County’s population by providing specialized substance abuse treatment
services in a residential setting so that men and women are provided an opportunity to achieve sobriety and recover
from the effects of alcohol and other drug use, become self-sufficient, and return to their families and community as
productive individuals.
On December 10, 2013, the Board of Supervisors approved Novation Contract #24-723-71 with Neighborhood
House of North Richmond for the provision of substance abuse residential treatment and detoxification services, for
the period from July 1, 2013 through June 30, 2014, which included a six-month automatic extension through
December 31, 2014.
Approval of Contract Amendment Agreement #24-723-72 will allow the Contractor to provide additional substance
abuse residential treatment services for clients referred through the AB 109 program in West County through June 30,
2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, offenders will not have access to Contractors residential treatment services
mandated by AB 109.
