APPROVE and AUTHORIZE the Public Works Director, or designee, to execute the Database Hosting, License and
Support Agreement with ISES Corporation (dba Intelligent Systems & Engineering Services Corporation), in an
amount not to exceed $30,000, for software and data hosting, licensing, and support of the ISES Asset Management
System database, for the period July 1, 2014 through June 30, 2020.
FISCAL IMPACT:
The annual cost of $4,975 will be funded annually in the Public Works budget as part of the Facilities Division
overhead. The first year will be free.
BACKGROUND:
ISES Corporation dba Intelligent Systems & Engineering Services Corporation (“ISES”) performed a facilities
condition assessment in 2007 on 89 County buildings. The Public Works Department has used the ISES Corporation
Asset Management System database since 2007.
On March 11, 2014, the Board approved a Consulting Services Agreement with ISES to perform assessments on 48
buildings in 2014. ISES will provide a comprehensive database that catalogs current deferred maintenance and future

BACKGROUND: (CONT'D)
capital renewal costs for County buildings. The database will describe and assess the condition of building
systems (roof, mechanical, electrical, plumbing, structural, etc.) facility deficiencies, recommended corrective
action, estimated cost to correct deficiencies, and priorities of the recommended corrective actions to enable staff
to:
- Establish credible information for qualified decision-making and budgeting.
- Prioritize short-term maintenance plans and identify long-term strategies.
- Identify and estimate the cost of current deferred maintenance backlog.
- Define equity and parity issues to guide equitable funding decisions.
- Forecast future expenditures.
- Develop qualified maintenance work plans with the annual budget process.
CONSEQUENCE OF NEGATIVE ACTION:
Facility condition assessments will not be accessible to County staff on the ISES Asset Management System
database, and County staff will not be able to use the ISES Asset Management System software functionality. The
condition of the County’s building inventory will not be available to the County Administrator, the Board of
Supervisors, and the public.
