Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County
Agreement/Extension Agreement #28-850-1 (#13-20177) with the California Department of Public Health, effective
December 31, 2013 to increase the amount payable to the County by $758,690, from $180,585 to a new total
payment limit of $939,275 for the provision of HIV prevention and education services provided by County’s Public
Health HIV Prevention Services Project, for the period from July 1, 2013 through December 31, 2015.
FISCAL IMPACT:
Approval of this Amendment Agreement will result in an increase of $758,690 for a total of $939,275 from the
California Department of Public Health. No County funds are required.
BACKGROUND:
The goals of the California Department of Public Health, Office of AIDS are: 1) to minimize new HIV infections; and
2) to maximize the number of people with HIV infection who access appropriate care, treatment, support and

prevention services. The services required by the HIV Prevention Program, scope of work, in this Agreement are
consistent with, and are designed to support these goals.
On September 10, 2013, the Board of Supervisors approved Standard Agreement #28-850, with California
Department of Public Health for County’s HIV prevention services to Contra Costa County residents, for the period
from July 1, 2013 through December 31, 2013, including continuing to indemnify and hold the State harmless for
claims arising out of the County’s performance under the Agreement.
Approval of Contract Amendment/Extension Agreement #28-850-1 will allow the Contractor to continue providing
services through December 31, 2015. The County agrees to continue to indemnify and hold the State harmless for
claims arising out of the County’s performance under the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not continue to receive the necessary funding to support the reduction in
transmission of HIV; to provide the prevention services that will reduce hospitalization; and to provide support to
HIV positive individuals in their homes; or to support compliance with State and Federal requirements for reporting
of communicable disease.
