ADOPT Position Adjustment Resolution No. 21439 to add one (1) Clerk – Specialist Level (JWXD) (represented)
position at salary plan and grade 3RX 1156 ($3,255 - $4,157) in the Administrative Support Services
Bureau/Information Technology unit of the Employment and Human Services Department.
FISCAL IMPACT:
Upon approval this position will cost $21,202 this fiscal year of which the net county cost will be $2,102. The annual
pension cost is $17,875. This position will be funded 45% Federal revenue, 45% State revenue, and 10% Net County
Cost.
BACKGROUND:
Within the Administrative Support Servies Bureau, the Information Technology unit is in need of Clerk Specialist
support to the Application Support Division. A Clerk Specialist will enhance the ability to provide and coordinate
assistance to staff and provide equity to the Division. The department has determined the need for the Clerical
Specialist and upon approval will transfer the clerical tasks from Social Services Business Systems Application
Manager and 15 Social Service Information Systems Analysts (Systems Analysts) to allow focus on core and higher
level

systems such as CalHEERS, MEDS, CWS/CMS and CMIPS II, managing the different systems access;
redirecting issues to appropriate systems analysts; monitor and track records; preparation, reconciliation and
distribution of reports.
CONSEQUENCE OF NEGATIVE ACTION:
If the position is not filled, additional responsibilities for monitoring issues with interfaces among large-scale,
State-mandated systems such as CalHEERS, MEDS, CWS/CMS and CMIPS II will not be met. Additionally,
managing the different systems access; assess data; monitor and track records; preparation, reconciliation and
distribution of reports will not be met in a timely manner as required by State and Federal performance
requirements.
