APPROVE Appropriation and Revenue Adjustment No.5063 to authorize the transfer of the AB 109 Realignment
program operating budget from Alcohol & Other Drugs Services (#0466) to Mental Health Services (#0467) in the
amount of $1,438,903 to complete and correct the remaining AB109 transfer and accurately reflect funding and
expenditures in the correct organizational unit.s.
FISCAL IMPACT:
This action transfers the AB109 realignment operating budget from Alcohol & Other Drug Services (#0466) to
Mental Health Services (#0467). The expenditure adjustment reduces Alcohol & Other Drug Services (#0466)
expenditures by $1,438,903 and increases Mental Health Services (#0467) expenditures by $1,438,903. The revenue
adjustment reduces Alcohol & Other Drugs Services (#0466) revenues by $2,128,774 and increases Mental Health
Services (#0467) revenues by $2,128,774. There is no net change to the County General Fund.
BACKGROUND:
The AB109 cost centers were transferred from Alcohol & Other Drugs Services (#0466) to Mental Health Services
(#0467).

BACKGROUND: (CONT'D)
An initial transfer of the AB109 expenditure appropriation in the amount of $689,871 was done at the beginning
of the fiscal year. There was no offsetting revenue adjustment done to fund the transfer of the expenditure. The
recommendation is to complete and correct the appropriate transfer between the Alcohol & Other Drugs Services
(#0466) and Mental Health Services (#0467).
CONSEQUENCE OF NEGATIVE ACTION:
If these adjustments are not approved, Mental Health Services will not have adequate operating revenue to fund
the partial adjustment made at the beginning of the fiscal year and the remaining AB109 program budget will
reside in the Alcohol and Other Drugs Division in error.
