FISCAL IMPACT: Estimated potential consultant fee of up to $15,000 if professional service contract is executed. Potential for significant revenue if new fee-based service is implemented. BACKGROUND: The District has identified several opportunities to increase efficiency in emergency response by modifying its current service delivery models. One of those models includes the District competing for the exclusive operating contract for ambulance service in Contra Costa County which will be open for proposal mid-year 2014. Preliminary study of this concept has indicated that there would be significant advantage to both the District and the citizens of Contra Costa County. The District recommends contracting with an emergency services consultant to gain a professional perspective on the feasibility of assuming the exclusive operating ambulance transport contract for the County. The final report will include an analysis of the advantages and disadvantages of providing ambulance service from a fire-based platform and provide the District the information it needs to decide whether or not to pursue the opportunity. CLERK'S ADDENDUM Speakers:  Pat Frost, Director of EMS Agency; Bill Granados, resident of Martinez.  AUTHORIZED the Fire Chief, or designee, to issue a Request for Proposals (RFP) for a consultant to analyze the viability of the Contra Costa County Fire Protection District (District) providing emergency ambulance services; DIRECTED County Counsel to analyze and report on the Board’s dual roles in this matter: first, as governing body of the District, in deciding whether the District will bid on a contract for emergency ambulance services; and second, as governing body for the County, in awarding a contract for emergency ambulance services; REQUESTED an expedited return to the Board on this matter.  ATTACHMENTS Draft RFP CONTRA COSTA COUNTY FIRE PROTECTION DISTRICT Draft Request for Proposals for Feasibility Study on Providing Emergency Ambulance Services Contra Costa County Fire Protection District (Fire District), a dependent special district in Contra Costa County, CA, is seeking a consultant to assist in the analysis and feasibility of the Fire District preparing a proposal to provide emergency ambulance services within Contra Costa County. Overview: The Contra Costa County Emergency Medical Services (EMS) Agency is preparing to issue a Request for Proposals (RFP) to designate emergency ambulance service providers in Contra Costa County (County) through a competitive bid process. The last time this RFP was issued was in 2004. It is anticipated that the upcoming RFP will be issued no later than August 2014. The Fire District is interested in exploring the feasibility of submitting a competitive bid . Due to the anticipated issuance date of the RFP, this is a time sensitive project. The contractor will need to be familiar with Contra Costa County and have expertise in EMS systems and fire-based EMS. Proposal Summary: Within limited time constraints, the contractor will determine whether the Fire District is positioned to be competitive in the upcoming emergency ambulance service RFP process and what actions it would need to take to do so. The contractor will perform a study of the current payer mix, collection rates, and start up and operating costs to provide a cost/benefit analysis of the Fire District’s ability to compete in the RFP process. Scope of Work: 1. Gather and compile insurance payer mix, collection rates, and transport fees and provide a cost/benefit analysis of a transport service owned and operated by the Fire District. 2. Gather and compile start up and operating costs and make recommendations on the feasibility of this project. 3. Prepare a written report of all findings and submit to the Fire District. This report shall become the property of the Fire District and not the contractor. 4. Present findings to the Fire Chief, Fire District executive staff, Advisory Fire Commissioners, and the Board of Supervisors acting as the Board of Directors for the Fire District. 5. Work in concert with the EMS Battalion Chief to determine other needs and/or consider other variables in this project. 6. Keep all research in draft form and confidential until such time that it is released for public comment. 7. Attend public meetings. Efforts will be made to provide a Fire District representative to accompany contractor at public meetings. Experience of Contractor: Contractor must demonstrate the resources and capability to provide the materials and services as described herein. The following criteria shall be met in order to be eligible for this contract:  Contractor must have a minimum of five (5) years experience in consulting with fire rescue and ambulatory services and the billing systems associated with them.  Contractor must have a minimum of three (3) projects of similar size and scope in progress or completed within the past five (5) years.  Contractor must not have any affiliation with any emergency medical services third party billing systems or service providers. The contractor will not be able to participate in the subsequent procurement of billing services.
