APPROVE naming the new outpatient Wellness Center in Martinez in honor of Congressman George Miller and his
wife Cynthia Miller as recommended by Contra Costa Health Services (CCHS). Congressman Miller is retiring after
40 years in office.

BACKGROUND:
The Health Services Department proposes naming the new outpatient Wellness Center in Martinez in honor of
Congressman George Miller and Cynthia Miller for their support of CCHS, and in recognition of Congressman
Miller as a champion of health reform and his decades of commitment and service to the community. Cynthia Miller
has long been a champion of children's mental health programs and has served on the Mental Health Commission of
Contra Costa County and the Contra Costa Regional Medical Center’s Ethics Committee.
The Wellness Center will open within the next two months and is located on the campus of the Contra Costa
Regional Medical Center at 2500 Alhambra Avenue. This new facility will help meet increased demand for access to
care

BACKGROUND: (CONT'D)
at an especially critical time as the Affordable Care Act takes shape at the local level.
The center will offer primary care, short-notice/ same-day appointments, as well as outpatient mental health
services. The mental health portion of the facility will offer onsite access for children suffering acute mental
health crises and also will include a community-based assessment center for children and youth that will
encourage the participation of family members in the assessment process. The center also will offer pediatrics,
family medicine, adult primary care medicine and group medical visits to help meet the demand for services in
central Contra Costa County.
CCHS is grateful for the Millers’ support and truly indebted to them for their steadfast and vigorous advocacy to
bring about health care reform and improve mental health services to help Contra Costa County residents and
Californians in need of high-quality health care.
Administrative Bulletin 538 outlines the policy for the naming of County facilities. Section 4 requires that no
County-owned facility be named for an elected public official while that official remains in public office. In
addition, Section 6 requires that any building named after an elected public official when that individual no longer
holds elected office but is not deceased requires a unanimous vote of the Board of Supervisors. Because
Congressman Miller will be retiring from office at the end of the year, the Department requests that the Board of
Supervisors make an exception to this policy, and, in recognition of his service to the residents of Contra Costa
County, waive the requirements of the Administrative Bulletin.
CONSEQUENCE OF NEGATIVE ACTION:
The building will not be named.
